On the morning of November 20, Lam Dong province leaders issued a decision to declare a natural disaster emergency for sections of National Highway 20 that have suffered serious landslides, mainly at Mimosa Pass, the gateway to Da Lat.

On the morning of November 20, the leaders of Lam Dong Provincial People's Committee issued Decision No. 2220/QD-UBND, declaring a natural disaster emergency for sections of National Highway 20 with serious landslides, mainly at Mimosa Pass, the main gateway to Da Lat city, the center of Lam Dong province, after Prenn Pass suffered a serious landslide and had to be blocked on November 17.
According to the above Decision, the People's Committee of Lam Dong province announced a natural disaster emergency situation for the section Km226+600+ Km226+800 (Mimosa Pass) and the section Km249+932 + Km249+968. National Highway 20 in Lam Dong province.
Due to the impact of heavy rains, lasting from the evening of November 15 to the morning of November 19, at 11:00 p.m. on November 19, 2025, at the section Km226+600+ Km226+800 (right of the route), the negative slope and the foundation and road surface continued to collapse with a length of about 70m, a depth of 40m, breaking the entire foundation, road surface and negative slope, within the landslide area on November 18, 2025; Section from Km249+932 + Km249+968 on the left of the route: the negative slope of the roadbed collapsed with a length of about 36m, a depth of about 06m; at the same time, the road surface collapsed with a depth of about 30cm; there is a risk of widening.

The leaders of Lam Dong Provincial People's Committee directed relevant units to take urgent measures to respond and overcome the consequences to ensure traffic safety, limit property damage and human lives caused by natural disasters or construction incidents: Put up danger warning signs, strictly prohibit organizations and individuals without authority to enter the danger warning area; evacuate households around the landslide area to a safe place.
Organize 24/7 on-duty at the construction site; monitor, track and evaluate the development of natural disasters; displacement, cracks, and landslides at the construction site. Organize traffic flow and lanes to ensure traffic circulation and safety when participating in traffic. Identify the cause and propose solutions to handle, repair and overcome to ensure immediate traffic flow without congestion.
Must regularly update weather conditions, natural disaster developments; displacement and cracking of construction items, promptly report to the Provincial People's Committee and the Provincial Civil Defense Command for information and direction.
The Provincial People's Committee leaders assigned the Department of Construction to direct relevant units to maintain warnings at the above two sections; arrange permanent personnel to monitor the current status of landslides and coordinate traffic diversion; ensure traffic safety and implement safety measures for people and vehicles traveling through the section.
Coordinate with Project Management Board 85 - Ministry of Construction (Project Investor) and related units to survey, evaluate, and determine the preliminary cause; propose solutions to handle and overcome the immediate traffic problem to advise the Provincial People's Committee to issue an Emergency Construction Order.
The People's Committee of Xuan Huong Ward - Da Lat is assigned to coordinate with relevant agencies to resolutely organize the evacuation (immediately evacuate households at the foot of the hill, relocate if necessary) of mountains and areas with dangerous steep slopes in the above-mentioned landslide area to ensure absolute safety for people's lives and property.
After announcing the evacuation of people from the landslide area, it is responsible for maintaining a 24/7 guard force and absolutely not allowing people to return until safety is ensured.
Direct the Civil Defense Department, Police, and Military Command to arrange forces to be on duty 24/7, organize traffic diversion, be ready to participate in search and rescue, and guard the construction area to coordinate with the Department of Construction in the process of overcoming the incident... Previously, VNA reporters reported that on the night of November 19, Mimosa Pass - the main gateway to Da Lat city (the center of Lam Dong province) had suffered a particularly serious landslide.
At the scene, reporters witnessed a 50-70 meter stretch of road at km 226+700 of National Highway 20 completely collapsed into a 20 meter deep abyss. Many large pine trees were also pulled down into the landslide area.
The collapsed area has a circular culvert about 1 meter in diameter running across the road with running water. The entire road surface of the collapsed location has been lost to the drainage ditch on the positive slope side.
Up to this point, both passes leading to the South of Da Lat city have been declared a natural disaster emergency, of which Prenn pass was declared on November 17 due to serious landslides. Lam Dong province authorities have announced a plan to divert traffic from the Southern provinces to Da Lat city via two other routes: Sacom pass and Ta Nung pass.
Currently, the northern region of Lam Dong province, where the rain has been heaviest in recent days, has stopped, but the sky is still cloudy. Meanwhile, Dai Ninh Hydropower Company has just announced that by 10:00 on November 20, it will increase the flood discharge at Dai Ninh Hydropower Reservoir from 1,950 m3/s to 2,200 m3/s to operate and reduce floods for the downstream area.../.
