The Minister said that the motto "Teacher is teacher, student is student" is the guiding principle in educational relations. He analyzed, "Teacher is teacher" when the teacher not only imparts knowledge but also sets an example of personality, ethics and responsibility. "Student is student" when the student knows how to respect the teacher, study well and proactively improve himself".

According to the Minister, in the era of strong digital technology development, respect and affection between teachers and students are more important to prevent education from being distorted or pragmatic. Society needs to strictly maintain the spirit of "respecting teachers and valuing education"; families need to teach children to respect teachers; schools need to create an environment of real connection; teachers always practice and demonstrate the true role of teachers in every lesson and every action. "A strong education cannot lack discipline and strictness in the teacher-student relationship," the Minister emphasized.

Building a team of teachers according to Resolution 71-NQ/TW

The Minister affirmed that in order for teachers to feel secure in their work and develop their careers, comprehensive solutions are needed: protecting the honor and reputation of the teaching profession; creating a democratic and humane working environment; implementing salary and allowance regimes, training support, health care; and at the same time attracting and employing people with special abilities.

On that basis, Resolution 71-NQ/TW identifies the teaching staff as the core force, playing a central role in educational innovation, according to the motto "Taking quality as the axis - taking teachers as the key - taking technology as the lever" . The Minister said that the Ministry of Education and Training is perfecting the legal framework and mechanism, typically the Law on Teachers, to form a team with sufficient quantity, strong quality, dedication - vision - talent.

The work of training, fostering and developing teachers' careers has been comprehensively innovated, focusing on professional qualities, professional competence, creativity and the ability to inspire students. The new general education and preschool programs aim at the role of teachers as organizers and guides for students to actively explore knowledge, practice skills and build positive learning attitudes.

The Ministry of Education and Training also promotes digital transformation and innovation in teaching methods, creating a smart, creative and humane learning environment. A positive and democratic working environment is emphasized, while the image of a dedicated, creative and passionate teacher is honored through movements, awards and communication programs, contributing to raising the status of the teaching profession in society.

Law on Teachers and accompanying policies

The Minister said that as soon as the Law on Teachers was passed by the National Assembly, the Ministry of Education and Training developed and submitted to the Government 03 Decrees and 14 guiding Circulars, ensuring that they would take effect from January 1, 2026. The documents standardize and synchronize the system, consolidate professional titles and professional standards into a system associated with professional competency standards, and apply uniformly to both public and non-public institutions, aiming to improve transparency and fairness in teacher selection, assessment and training.

In addition, teacher recruitment, mobilization and transfer are innovated, linked with pedagogical practice, ensuring quality input. The Ministry of Education and Training proposed to delegate the right to preside over recruitment to the Department of Education and Training, in coordination with relevant agencies to perfect the mechanism of rotation and promotion of teachers, managers and educational staff at public institutions.

Innovation in teacher training is the key to improving the quality of education. The Ministry of Education and Training implements training in the direction of developing comprehensive professional capacity, increasing practice, pedagogical internship and research on real lessons; improving active teaching skills, critical thinking, life skills and international integration capacity. The training form is flexible, open, combining theory and practice, connecting teacher training colleges with general schools. Training, assessment, digital capacity building and digital transformation programs are also implemented, aiming at internationalizing teacher training.

Regarding policies, the Minister emphasized that teachers will enjoy a special salary coefficient along with preferential allowances, seniority allowances and other allowances, with a roadmap to increase allowances from 2026 to 2030, contributing to improving life and creating motivation for long-term commitment. In addition to salary, teachers also enjoy regional allowances, periodic health care, housing or rent support, and a mechanism to attract people with special abilities to work in difficult areas or key fields.

These comprehensive policies, together with regulations on professional standards, title appointments, recruitment, employment and honoring of teachers, create a solid foundation for teachers to work with peace of mind, improve their capacity and continuously develop their careers, contributing to realizing the goal of fundamental and comprehensive innovation of Vietnamese education.

Teachers – the pioneers of educational innovation

On the occasion of Vietnamese Teachers' Day, November 20, Minister Nguyen Kim Son not only sent his congratulations and gratitude to the teaching staff, but more importantly, he emphasized the message of innovation and professional responsibility in the era of transformation. According to the Minister, the core qualities of today's teachers are not only love for the profession, but also the desire to learn, creativity and the ability to adapt to the innovative requirements of modern education. The Minister expressed: "I hope that each teacher will continue to maintain their faith and love for the profession, constantly learn, create and innovate teaching and management methods to meet the requirements of the new development era."

The Minister affirmed that all policies from salary, allowances, training to recruitment and honoring mechanisms for teachers are aimed at creating an environment for teachers to feel secure in their work, develop their capacity and devote themselves to the cause of educating people.
