Ensuring the quality of grassroots union congresses

- Implement the direction of the Vietnam General Confederation of Labor (VGCL) on organizing trade union congresses at all levels, towards the 18th Lang Son Provincial Trade Union Congress and the 14th Vietnam Trade Union Congress. In the past time, the Provincial Confederation of Labor (VGCL) has focused on directing grassroots trade unions to organize congresses in accordance with regulations, ensuring that each congress is truly a broad political activity, demonstrating the will, aspirations and collective intelligence of union members and workers.

On September 15, 2025, the Provincial Federation of Labor developed a plan to "Organize trade union congresses at all levels and the 18th Congress of Lang Son Provincial Trade Union Delegates, term 2025 - 2030". Accordingly, the congresses of grassroots trade unions and trade unions will be completed before November 30, and the provincial level will be completed before December 15 this year.

To effectively direct the organization of the congress, the Provincial Federation of Labor has established sub-committees and assigned specific tasks to each sub-committee. Ms. Be Thi Hoa, Vice Chairman of the Provincial Vietnam Fatherland Front Committee, Chairman of the Provincial Federation of Labor, informed: The direction work has been carried out synchronously and consistently through a system of specific and detailed instructions. The Provincial Federation of Labor has promptly organized training courses and provided professional guidance to grassroots union officials on the process, procedures, and content of organizing the congress; assigned cadres in charge of groups to guide and urge the progress of organizing grassroots congresses. At the same time, strengthen inspection, supervision, monitoring, and grasp the situation at the grassroots level, ensuring that the congress takes place smoothly, in accordance with the provisions of the Charter of the Vietnam Trade Union.

Currently, the Provincial Federation of Labor directly manages 183 grassroots trade unions and affiliated grassroots trade unions with a total of over 11,700 union members. Based on the guidance of the Provincial Federation of Labor, the affiliated grassroots trade unions have prepared the congress thoroughly, scientifically and promoted democracy at the grassroots level. During the preparation process, the grassroots trade unions have taken advantage of the leadership of the Party Committee, closely followed the direction and guidance of the higher-level trade unions to develop detailed plans. At the same time, they have focused on propagating and widely disseminating the purpose, meaning and content of the congress among the Vietnamese working class.

In particular, the focus of the Provincial Federation of Labor's direction is that the political report must correctly and objectively assess the results of the past term, while at the same time determining the direction, goals, and tasks for the new term that are close to reality and highly feasible.

Ms. Ly Thi Ngoc Hoa, President of the Trade Union of Anh Viet School Kindergarten and Primary School, Lang Son province, said: The Executive Committee has completed preparations for the congress; fully disseminated the instructions of the Provincial Federation of Labor and developed a detailed plan on time, personnel, draft report, ensuring all processes, standards and structures are implemented in accordance with instructions from superiors. The Trade Union Congress is expected to be held immediately after November 20, 2025.

In addition to the political report, the Provincial Federation of Labor pays special attention to preparing the contents of the executive committee personnel and positions, along with participating in and synthesizing the opinions and recommendations of union members. The personnel preparation is carried out democratically and publicly. Ms. Hoang Thi Kieu Oanh, a union member of the Traditional Medicine Hospital, said: The Congress of the Traditional Medicine Hospital's union held in early November elected outstanding individuals to the new executive committee. I hope that the new executive committee will continue to organize many practical activities to care for the lives and improve working conditions for union members, especially proactively representing union members to propose and supervise the implementation of other welfare regimes.

Currently, the monitoring and management teams assigned by the Provincial Federation of Labor are stepping up to urge grassroots unions to organize congresses for the 2025-2030 term on schedule. With a spirit of urgency and seriousness, currently, 60% of grassroots unions under the Provincial Federation of Labor and under the Central Industry Trade Unions located in the province have successfully organized congresses for the 2025-2030 term.
