Deploy all urgent measures to respond to exceptionally heavy rain and floods in the South Central region

Deputy Prime Minister Ho Quoc Dung has just signed Official Dispatch No. 223/CD-TTg dated November 20, 2025 of the Prime Minister on focusing on responding to especially large floods in Khanh Hoa, Dak Lak and Gia Lai.

Telegrams to the Provincial Party Secretary, Chairman of the People's Committee of the provinces: Gia Lai, Dak Lak and Khanh Hoa and c Evil Department: Defense, Police, Agriculture and Environment, Construction, Industry and Trade, Education and Training, Health, Finance.

The telegram stated: Floods on rivers in Khanh Hoa, Dak Lak and Gia Lai are at very high levels, some places in Dak Lak and Khanh Hoa have exceeded historical flood levels. According to the forecast of the National Center for Hydro-Meteorological Forecasting, on November 20 and 21, 2025, there will continue to be heavy to very heavy rain in the area, floods on Ba River and Kon River will remain at very high levels, on rivers in Khanh Hoa will continue to rise and will likely exceed historical flood levels; deep flooding will continue to occur seriously over a large area, especially in Khanh Hoa and Dak Lak provinces (due to the current high tide level), at the same time there is a very high risk of continued landslides in mountainous areas and steep slopes.

To focus on responding to exceptionally heavy rains and floods, ensuring the safety of people's lives, following the Official Dispatches No. 217/CD-TTg, 218/CD-TTg, 219/CD-TTg and 222/CD-TTg dated November 19, 2025, the Prime Minister requests:

Ensure the safety of people's lives, do not let people go hungry, cold, or lack drinking water.

1- The Secretary of the Provincial Party Committee and Chairman of the People's Committee of Khanh Hoa, Dak Lak, Gia Lai provinces and leaders of ministries and branches, according to their functions, tasks and authority, continue to focus more and more drastically in leadership, direction, proactively and promptly deploy all necessary urgent measures to respond to the exceptionally heavy rain and floods, especially to ensure the safety of people's lives.

2- Chairman of the People's Committee of the provinces: Khanh Hoa, Dak Lak, Gia Lai:

- Take full responsibility before the Government and the Prime Minister for disaster response work in the area, proactively direct disaster response and rescue work according to functions, tasks and authority; promptly report to the Prime Minister, Minister of National Defense, Minister of Agriculture and Environment for direction on handling of issues beyond authority.

- Continue to mobilize all necessary forces and means, especially the army, police, militia, forces participating in protecting security and order at the grassroots level and other forces, by all means to immediately approach residential areas that are deeply flooded, divided, isolated, or have landslides to promptly evacuate people to safety.

- Provide and deliver food and provisions to people in a timely manner (priority should be given to foods that can be consumed immediately such as dry food, bread, butter, milk, etc.). Do not let people go hungry, cold, or lack drinking water.

Mobilize maximum forces and means to urgently evacuate residents, conduct rescue operations, and transport relief food.

3- The Ministry of National Defense and the Ministry of Public Security direct military and police units stationed in the area, and proactively mobilize maximum forces and means (including helicopters and unmanned aerial vehicles) in neighboring areas to urgently support localities in implementing flood response work, especially evacuating residents, conducting search and rescue, and transporting relief food to people.

4- The Ministry of Construction and the Ministry of Public Security direct local police (including neighboring localities) and functional forces to proactively regulate traffic early and from a distance, advise people to limit going into areas affected by floods, and at the same time guide and support traffic safety work.

5- The Ministry of Agriculture and Environment directs competent authorities to continue to monitor and forecast timely and accurately the flood situation; promptly inform authorities at all levels and people to proactively prevent and avoid at the highest possible level.

6- The Ministry of Education and Training directs the work of ensuring safety for students and teachers in localities during floods.

7- The Ministry of Health directs grassroots medical forces to ensure emergency and essential medical services for the people, while ensuring medical examination and treatment, environmental sanitation, and disease prevention immediately after the flood recedes.

8- The Ministries of National Defense and Finance promptly provide means and equipment upon request from localities to support overcoming consequences when requested by localities./.
