In Lung Nam commune, the Commune Party Committee has proactively developed a plan, organized learning, and disseminated the Resolution to all cadres, Party members, and people. The locality has organized 02 commune-level conferences with 122 delegates attending; 40 conferences at Party cells with 563 Party members participating; the Fatherland Front and mass organizations have organized many propaganda campaigns, creating a widespread impact in the community.
For Thong Nong commune, the work of disseminating the Resolution was carried out seriously and systematically. The commune Party Committee organized 01 direct conference with 110 delegates participating; the branches and affiliated Party Committees organized 41/41 disseminating sessions with more than 1,200 Party members; the socio -political organizations organized 44 propaganda sessions with 2,450 listeners, contributing to raising awareness, creating unity within the Party and consensus among the People.
Many initial outstanding results , through monitoring, show that the implementation of the Resolution in the two localities has achieved positive results.
In Lung Nam commune, although it is a highland and border area, the rate of poor and near-poor households is still over 53%, but the political and social situation is basically stable, without complicated petitions and complaints. State budget revenue in the area reached over 105% of the annual plan; the rate of digitization of administrative procedures reached over 98%; currently the commune has achieved 8/19 criteria for new rural construction and is implementing many key rural traffic works and hamlet cultural houses.

Inspection and supervision work has been strengthened through the establishment of 05 inspection teams for Party cells and grassroots Party cell secretaries. By the time of supervision, budget collection in the area reached over 145% of the plan; the new rural construction movement achieved 9/19 criteria; the rate of people using online public services reached over 65%. Market arrangement work was actively implemented, without "hot spots" or complaints.
Focus on removing difficulties and improving the quality of resolution implementation
In addition to the achieved results, the monitoring delegation also noted a number of difficulties that the two localities mentioned in the report, such as: facilities and working offices are still cramped and lack equipment; some specialized civil servant positions are still lacking; the qualifications and capacity of grassroots staff are not uniform; propaganda work in some places is not very effective.
Through the working session, the Provincial Party Committee's Supervisory Delegation highly appreciated the proactive and responsible spirit of the Party Committees of the two communes in organizing the dissemination and implementation of the Resolution; at the same time, requested the localities to continue to overcome the limitations, promote the achieved results, focus on concretizing the Resolution with practical programs and plans, improve the effectiveness of Party building work associated with socio-economic development, and ensure national defense and security in the locality in the coming time.
The results of the work in Lung Nam and Thong Nong showed the important role of supervision in maintaining Party discipline and improving the quality of management of grassroots Party committees. The frank and responsible exchanges between the supervision delegation and the leaders of the two localities clarified many practical issues, from organizational structure, personnel work to leadership and direction methods in the new situation.
