Participate in high-level foreign affairs activities
After the official welcoming ceremony on November 17, 2025 at Bayan Palace, Deputy Minister Phan Thi Thang attended with the Delegation within the framework of the Prime Minister 's foreign affairs program.
During the talks and meetings between Prime Minister Pham Minh Chinh and senior leaders of Kuwait, Deputy Minister Phan Thi Thang attended as a representative of the Ministry of Industry and Trade - the agency in charge of many cooperation contents on trade, energy and industry. Some topics mentioned in the working program include energy-oil and gas cooperation, trade in goods, food security and forms of industrial cooperation.

Working on energy and oil and gas cooperation
Deputy Minister Phan Thi Thang participated in the working activities of Prime Minister Pham Minh Chinh with Kuwaiti Oil Minister Tariq Suleiman Al-Roumi and CEO of Kuwait Petroleum Corporation (KPC). At these working sessions, the two sides discussed the operation of the Nghi Son Refinery and Petrochemical Project, the removal of some difficulties on the basis of harmonious benefits, shared risks, the project's expansion plan and further cooperation opportunities in the energy sector.
Deputy Minister Phan Thi Thang accompanied Prime Minister Pham Minh Chinh to receive the Kuwaiti Minister of Oil.
Issues discussed by Vietnam and Kuwait included crude oil supply, the possibility of expanding petrochemical refining capacity, as well as some new directions of cooperation in technology and human resource training for the energy sector.
Visit Al-Zour Refinery and Petrochemical Complex
During the working schedule, the Deputy Minister and the delegation visited Al-Zour Complex - Kuwait's largest petrochemical refinery. KPC leaders introduced the complex's technology and operations. The visit helped the Vietnamese side gain more information about Kuwait's operational capacity and development orientation in the petrochemical refining sector.

Working with the Kuwait Fund for Arab Economic Development (KFAED)
During the working program with the KFAED Fund, Deputy Minister Phan Thi Thang joined the delegation to discuss infrastructure projects supported by the Fund in Vietnam, as well as the possibility of expanding cooperation in the fields of transport, agriculture and climate change response.
Deputy Minister Phan Thi Thang's participation in the working group will help the Ministry of Industry and Trade directly monitor, grasp and coordinate the handling of economic and trade issues within the framework of the working sessions in Kuwait. The issues discussed during the trip will be compiled by the Ministry of Industry and Trade and coordinated with relevant agencies to continue implementation after the visit./.
