According to Mr. Nguyen Dinh Khang, member of the Party Central Committee, Vice Chairman of the Central Committee of the Vietnam Fatherland Front , Chairman of the Vietnam General Confederation of Labor, the 14th Congress of the Vietnam Trade Union is expected to be held in June 2026. This is the first congress under the new organizational model. Compared to previous congresses, the time to prepare the contents of the congress is much shorter, the progress is urgent, requiring high concentration and great effort.

The Draft Report of the Executive Committee of the Vietnam General Confederation of Labor, 13th tenure, submitted to the 14th Congress of the Vietnam Trade Union for the 2026-2031 term focuses on evaluating the implementation results of the Resolution of the 13th Congress of the Vietnam Trade Union for the 2023-2025 period; identifying 5 lessons learned, target groups and breakthroughs for the 2026-2031 term.

Regarding the draft revised and supplemented Charter of the Vietnam Trade Union, the President of the Vietnam General Confederation of Labor said that the revision and supplement of the Trade Union Charter is extremely urgent and necessary, aiming to concretize the Constitution, laws, and the Party's guiding viewpoints, meet practical requirements, and overcome existing problems and difficulties so that the Trade Union organization can operate better.

Based on local practice, delegates gave their opinions on the contents of goals, targets, tasks, and solutions for the 2026-2031 term; the structure and layout of the revised and supplemented Charter of the Vietnam Trade Union; the proposed contents of revision and supplementation; especially on the functions, tasks, authority, and operating mechanism of commune, ward, and special zone trade unions to suit the reality and ensure feasibility, effectiveness, and efficiency. From there, creating a premise for commune and ward trade unions to have full authority to operate like other political and social organizations...

Also at the conference, the Standing Committee of the Presidium and members of the Presidium of the Vietnam General Confederation of Labor gave their opinions on the Draft Report of the Executive Committee of the 13th Vietnam General Confederation of Labor at the 14th Congress of the Vietnam Trade Union, term 2026-2031; the Report on organizing the 8th Conference of the Executive Committee of the Vietnam General Confederation of Labor; the Report on amending and supplementing the Charter of the Vietnam Trade Union; the Report on the plan to allocate official delegates to attend the 14th Congress of the Vietnam Trade Union, term 2026-2031; the Report on amending and supplementing the Regulations on allowances for trade union officials at all levels (replacing Decision No. 5692/QD-TLĐ dated December 8, 2022 of the Presidium of the Vietnam General Confederation of Labor).
