Conduct a general inventory of union assets on January 1, 2026.

On November 17, the Vietnam General Confederation of Labor (VGCL) announced that it will carry out a general inventory of union assets at all levels of trade unions and trade union public service units under the management of the VGCL from 0:00 on January 1, 2026.

The plan is designed to standardize data and improve the efficiency of managing, exploiting, and utilizing trade union assets in the context of implementing the new organizational model from July 1, 2025.

The units required to conduct the comprehensive inventory include: the Trade Union Affairs Department, the Labor Relations Department of the Vietnam General Confederation of Labor; the public service units directly under the Vietnam General Confederation of Labor, including: the Trade Union University, Ton Duc Thang University, the Vietnam General Confederation of Labor Guest House, the Institute of Occupational Safety and Health Sciences, the Labor Newspaper, the Labor Publishing House, the Trade Union Project Management Board, and 10 vocational education institutions under the Vietnam General Confederation of Labor; provincial and city labor federations; central and equivalent industry trade unions; and trade unions of corporations directly under the Vietnam General Confederation of Labor (including commune, ward, and special zone trade unions; and public service units directly under provincial-level labor federations according to management decentralization).

According to the plan, the inventory must be implemented on schedule, ensuring completeness, accuracy, openness, and transparency. The Vietnam General Confederation of Labor will coordinate with the Department of Public Assets Management ( Ministry of Finance ) to organize guidance and training for the inventory subjects, including trade union levels and trade union-affiliated enterprises, in November-December 2025.

Before November 30, 2025, the Chairman of the Provincial Labor Union, the Head of the Trade Union's affiliated unit, and the Head of the entity responsible for inventory must issue a Decision to establish an Inventory Team at their unit, based on the nature, characteristics, scale, and actual management of assets under their management.

According to the Vietnam General Confederation of Labor (VGCL), the implementation of this plan must be carried out using various appropriate methods and forms, linked to the professional work of the units. The VGCL, provincial and city labor federations, and superior management units of the inventory subjects are responsible for urging, guiding, inspecting, and supervising the inventory subjects – namely, trade union units and public service units under the direct control of subordinate trade unions – to ensure quality, progress, and timely resolution of any obstacles or difficulties during the inventory process. The implementation period is from October 2025 until the completion of the inventory.

The provincial-level Confederation of Labor will compile the inventory results from all levels of trade unions and affiliated trade union-affiliated units to report to the Vietnam General Confederation of Labor (the unit responsible for compiling the inventory results); the deadline for completion is before April 10, 2026.
