The plan is designed to standardize data, improve the efficiency of management, exploitation and use of union assets in the context of implementing a new organizational model after July 1, 2025.

Units that must conduct a general inventory include: Trade Union Working Committee, Labor Relations Committee of the Vietnam General Confederation of Labor; public service units under the Vietnam General Confederation of Labor including: Trade Union University, Ton Duc Thang University, Vietnam General Confederation of Labor Guest House, Institute of Labor Safety and Hygiene Science, Labor Newspaper, Labor Publishing House, Trade Union Project Management Board and 10 vocational training facilities under the Vietnam General Confederation of Labor; Provincial and municipal labor confederations; Central and equivalent industry unions; General Corporation unions under the Vietnam General Confederation of Labor (including commune, ward, and special zone unions; public service units under provincial-level labor confederations according to management decentralization).
According to the plan, the inventory must be implemented on schedule, ensuring completeness, accuracy, publicity and transparency. The Vietnam General Confederation of Labor will coordinate with the Department of Public Asset Management ( Ministry of Finance ) to organize guidance and training for the inventory subjects, which are Trade Unions at all levels and Trade Union public service units in November-December 2025.
Before November 30, 2025, the Chairman of the Provincial Federation of Labor, Head of the Union's public service unit, and Head of the entity conducting the inventory must issue a Decision to establish an Inventory Team at the unit based on the nature, characteristics, scale and actual management of assets within the scope of management.
According to the Vietnam General Confederation of Labor, the implementation of this plan must be carried out using many appropriate methods and forms, associated with the implementation of professional work of the unit. The responsibility of the Vietnam General Confederation of Labor, the Provincial and Municipal Labor Federations, and the superior management units of the inventory subjects is to urge, guide, inspect, and supervise the inventory subjects, which are the Trade Union units and public service units of the subordinate Trade Unions, to carry out the inventory, ensure quality, progress, and promptly handle problems and difficulties during the inventory process. The implementation period is from October 2025 until the end of the inventory.
The provincial-level Labor Federation synthesizes the inventory results of the Trade Unions at all levels and the public service units of the subordinate Trade Unions to report to the Vietnam General Confederation of Labor (the unit responsible for synthesizing the inventory results); the deadline for completion is before April 10, 2026.
