Hanoi revises and supplements the number of members of security and order protection teams at the grassroots level.

On the afternoon of September 29, the Hanoi People's Council reviewed and approved the Resolution amending and supplementing a number of articles of Resolution No. 12/2024/NQ-HDND dated July 1, 2024 of the Hanoi People's Council regulating the criteria for establishment and the number of members of security and order protection teams at the grassroots level; the content and level of support for people participating in the force participating in security and order protection at the grassroots level in Hanoi.

The basis for the amendment and supplement submitted by the City People's Committee to the City People's Council is that from July 1, 2025, Hanoi will implement a 2-level urban government (city - commune, ward), abolishing the district, county, and town levels for the government apparatus; merging and consolidating from 526 wards, communes, and towns to 126 wards and communes, leading to changes in functions, tasks, and authority to manage forces participating in ensuring security and order at the grassroots level.

Accordingly, the City People's Council agreed to amend and supplement a number of articles of Resolution No. 12/2024/NQ-HDND dated July 1, 2024 of the Hanoi City People's Council.

Specifically, amend Clause 2, Article 4 as follows: The City People's Committee is assigned to decide the number of security and order protection teams that need to be established, the number of security and order protection team members in villages and residential groups under the management scope of each commune-level administrative unit as prescribed in Clause 1 of this Article.

In case it is necessary to increase or decrease the number of members or the number of Security and Order Protection Teams according to the actual situation, requirements to ensure security and order, socio-economic conditions, and population size of the locality; the City People's Committee shall consider and decide based on the proposals of the People's Committees of communes and wards.

Amend Clause 6, Article 5 as follows: Funding source for implementation: arranged in the annual commune-level budget estimate according to budget decentralization; specifically, in the budget stabilization period of 2024-2025, the city budget will supplement with a target for additional expenses compared to the expenses already arranged in the commune-level budget balance.
