Hanoi: Well implement regulations on the responsibility of Party leaders in receiving people

On July 14, Standing Deputy Secretary of the Hanoi Party Committee Nguyen Van Phong, on behalf of the Standing Committee of the Hanoi Party Committee, signed and issued Document No. 1699-CV/TU on continuing to implement Directive No. 07-CT/TU and Directive No. 36-CT/TU in the new situation.

Implementing Directive No. 07-CT/TU dated October 1, 2021 of the Standing Committee of the City Party Committee "on promoting and improving the quality and effectiveness of mass mobilization work of state agencies" and Directive No. 36-CT/TU dated November 28, 2024 of the Standing Committee of the City Party Committee "on promoting mass mobilization work in planning work; compensation, support and resettlement work when the State acquires land in Hanoi city", in recent times, mass mobilization work of state agencies and mass mobilization work in the fields of planning, compensation, support and resettlement when the State acquires land have had positive changes.

Many models and examples of "Skilled Mass Mobilization" have been deployed and replicated. Mass mobilization work in site clearance for key projects has brought into play practical effects. The administrative reform index (PAR Index), digital transformation index (DTI), and satisfaction index of people and organizations with the services of state administrative agencies (SIPAS) of Hanoi city have improved for many consecutive years and are among the leading localities in the country.

However, in some places, the awareness of Party committees and authorities about the position and role of mass mobilization work of state agencies is not really profound; the implementation of Directive No. 07 and Directive No. 36 is still formal, lacking depth, and not suitable for reality.

The handling of complaints, denunciations, recommendations and reflections from the people is sometimes slow and not yet finalized. Meanwhile, the sense of responsibility, spirit and attitude of serving the people of some cadres and civil servants in localities, departments and branches are still limited...

In the context of innovation, streamlining the political system's apparatus, operating effectively and efficiently, and organizing a 2-level local government model, the implementation of mass mobilization work in the capital city places higher demands on quality and progress, requiring continued and stronger innovation in thinking, content, and methods of operation.

The Standing Committee of the Hanoi Party Committee requested that Party committees, authorities, and Vietnam Fatherland Front Committees from the city to the grassroots level focus on implementing well 6 groups of tasks.

Specifically, Party committees at all levels strengthen leadership and direction in disseminating and thoroughly grasping the contents, objectives and requirements of Directive No. 07-CT/TU and Directive No. 36-CT/TU of the Standing Committee of the City Party Committee in the new situation; review and issue plans to concretize directives in accordance with the characteristics of localities and units, associated with the task of stabilizing and arranging the apparatus of the political system to be "streamlined, compact, efficient, effective and efficient", especially for 126 commune-level administrative units.

Party committees at all levels continue to promote mass mobilization work of state agencies, promote the role of cadres and party members in propagating and mobilizing people to clearly understand the Party's guidelines and policies and the State's policies and laws.

Party committees and units at all levels continue to carry out administrative reforms more strongly, building a "friendly government, serving the people".

Party committees at all levels direct the review and completion of regulations and rules on mass mobilization work; issue programs and plans for coordination between propaganda and mobilization forces of Party committees, authorities, the Fatherland Front, and armed forces in grasping the people's situation, ethnic and religious situations, and public opinion; promptly resolve petitions, reflections, and legitimate and justifiable aspirations of the people; prevent mass complaints, cross-level complaints, and prolonged, complicated complaints that affect security and order in the area; prevent interruptions in the performance of tasks, especially in resolving work directly related to the people.

Newly established units must review and promptly promulgate regulations on implementing democracy according to the provisions of law; amend and supplement regulations on democracy in new types under the authority of communes and wards when implementing the two-level local government model.

Units continue to implement well the regulations on the responsibilities of Party Committee leaders in receiving people, having direct dialogue with people and handling people's feedback and recommendations; regulations on direct contact and dialogue between Party Committee leaders and authorities at all levels with the Vietnam Fatherland Front, socio-political organizations and people in Hanoi.
