Hanoi implements planning for Huong Pagoda and construction of Hanoi Beer Museum

Regarding the Planning Project for the preservation, restoration and rehabilitation of historical relics and special national landscapes of Huong Son - Huong Pagoda complex (Planning Project), the Hanoi People's Committee assigned the People's Committee of Huong Son commune to preside over and coordinate with the People's Committee of My Duc commune and the consulting unit to fully absorb the contents of the official dispatch participating in the appraisal opinions of 8 departments and branches and the comments of the members of the Steering Committee at the meeting. Collect public opinions in September 2025. Submit to the City People's Committee in October 2025, submit to the Ministry of Culture, Sports and Tourism in November 2025, report to the Prime Minister in December 2025.

The Hanoi People's Committee assigned the Department of Culture and Sports to closely coordinate with the People's Committees of Huong Son and My Duc communes to complete the Planning Project dossier; provide professional guidance; seek opinions from specialized units of the Ministry of Culture, Sports and Tourism, and relevant ministries and branches to unify and speed up progress.

In addition, focus on supplementing and completing 4 contents: List of public investment projects expected to be implemented in the period 2026-2030; List of projects expected to attract investment from socialized sources in the period 2026-2030; Plan to connect Huong Son complex with Tam Chuc and Bai Dinh relic and scenic areas of Ninh Binh province to create a complete and quality cultural - spiritual tourism chain; Ensure the principles of development, conservation and preservation of natural values and landscapes, while paying attention to the content of zoning elevation and water level for each specific area. Huong Son and My Duc communes integrate the content of Huong Son planning into the general planning.

Regarding the Project to build and form the destination of Hanoi Beer Museum at land plot No. 183 Hoang Hoa Tham, Ngoc Ha Ward, Hanoi City People's Committee requested the Department of Education and Training to preside over and coordinate with the Department of Planning and Architecture, Department of Agriculture and Environment, Ngoc Ha Ward People's Committee and related units to review the land fund in Ngoc Ha Ward that can build a high school.

In case there is enough land fund, report to the City People's Committee to consider and adjust the planning location of the high school at 183 Hoang Hoa Tham to prioritize the planning land fund and investment project to build the Hanoi Beer Museum.

In case there is not enough replacement land fund, the Department of Education and Training shall preside over and coordinate with the Department of Planning and Architecture and relevant units to study the possibility of adjusting the regional route to the South to separate the boundary of the investment project to build the Hanoi Beer Museum and the investment project to build the high school at 183 Hoang Hoa Tham.

The Hanoi People's Committee assigned the Department of Planning and Architecture to preside over and advise on adjusting the urban zoning plan H1-2; the Department of Tourism coordinated with Habeco to complete the Project, seek opinions, report to the City People's Committee, and strive to complete it in the fourth quarter of 2025; the Department of Finance guided Habeco to complete investment procedures according to regulations.
