Hanoi implements the arrangement of public service units and state-owned enterprises

Permanent Vice Chairman of Hanoi People's Committee Le Hong Son has just signed and issued Official Dispatch No. 5200/UBND-SNV dated September 22, 2025 on the arrangement of public service units, state-owned enterprises, and organizations within the state administrative system.

The reorganization aims to seriously implement the Central Government's policies on streamlining the apparatus. Ensure no interruption of operations, improve the efficiency of state management and public service provision. Proactively propose reorganization plans appropriate to the specific characteristics of the sector and locality; functions and tasks, avoid overlap and dispersion. Do not negatively affect the quality of public services, especially in health care and education .

The City People's Committee requests departments, branches, sectors, public service units under the City People's Committee; People's Committees of communes and wards to urgently implement the contents. Also according to the direction, the arrangement work is deployed synchronously.

Firstly, for administrative organizations, review and submit to competent authorities to issue regulations on functions, tasks, and organizational structure of affiliated agencies, units, and organizations. Research and continue to propose plans to streamline internal organizations of departments, branches, and sectors.

Second, for public service units, specifically: In the field of education, the Department of Education and Training is responsible for basing on the direction of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW in Plan No. 130/KH-BCĐTKNQ18 dated September 21, 2025, proposing plans to arrange and adjust the organizational model of high schools (if necessary) in a convenient direction to serve the needs of people and students. Proposing plans to arrange in the direction of streamlining, reducing focal points, and improving the quality of operations of service units.

The City People's Committee assigned the People's Committees of communes and wards to propose plans to arrange and adjust the organizational models of existing public junior high schools, primary schools, inter-level schools and kindergartens.

In the health sector, the Department of Health is assigned to base on the direction of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW in Plan No. 130/KH-BCĐTKNQ18 to perfect the modern preventive health system, with enough capacity to monitor, give early warning, and promptly control epidemics. Maintain the existing city-level public hospitals. Review, perfect, and rearrange medical centers and district-level general hospitals. Assign the People's Committees of communes and wards to pay attention to investing in facilities, equipment, and human resources. Focus on perfecting the functions, tasks, and organization of commune-level health stations according to the model of public service units...

Third, for State-owned enterprises, the Department of Finance is assigned to preside over and coordinate with agencies and units to urgently research and advise the City People's Committee on restructuring plans, focusing on: Researching and developing a number of large-scale strategic digital technology enterprises in the city to develop digital infrastructure, leading the direction of national digital transformation activities, with international competitiveness and capacity. Restructuring state-owned enterprises, equitization, and divestment of state capital.

Departments, branches and localities are responsible for completing the development of the arrangement plan and sending it to the Department of Home Affairs before September 24, 2025 for synthesis and submission to the City People's Committee to report to the Central Steering Committee.

The People's Committees of communes and wards shall proactively develop plans to arrange and reorganize public service units under their management according to the orientation in this Document and promptly adjust them according to the guidance of the Ministry managing the sector or field, ensuring synchronous implementation with the implementation of the 2-level local government organization model, promptly meeting the requirements for providing public service.
