Hanoi: Passed many Resolutions on budget revenue and expenditure

The city will invest in building public high schools.

The City People's Council has passed a Resolution on decentralization of revenue sources and expenditure tasks among budget levels. The draft Resolution updates the above new regulations of the State Budget Law; basically maintains the decentralization of city-level budget revenues; transfers district-level budget revenues to commune-level budgets and adjusts the names of revenues to comply with regulations.

Regarding the decentralization of spending tasks among budget levels, the decentralization of spending tasks at the city level is basically maintained; most of the district-level spending tasks are converted into commune-level spending tasks; a number of spending tasks are reviewed and adjusted to ensure compliance with regulations on decentralization of state management for a number of socio -economic fields.

Some areas have adjusted and supplemented some expenditure tasks as follows: Transferring the task of investing in the construction of public high schools from the district level to the city level. Transferring the task of spending on education and training, vocational education of vocational education centers, continuing education from the district level to the city level.

The city-level environmental protection department will carry out the tasks of sweeping and cleaning streets and sidewalks; collecting and transporting domestic solid waste and other environmental sanitation work on streets in the city.

For the transport sector, partially adjust the post-investment management tasks for the road system from the district level to the city level, including: Roads in urban areas when handed over to the city; sidewalks on expressways, national highways, urban main roads, urban main roads according to regulations in QCVN 07-4:2023/BXD or higher and a number of streets serving security, political and foreign affairs work in the city according to the list approved by the city.

In the field of public lighting, the city level manages the power supply to the grid of street and alley lighting stations. New tasks for the city and commune levels include the fire-fighting water supply system, the clean water supply system; and underground urban technical infrastructure works.

Before the City People's Council approved and after discussion, Standing Vice Chairwoman of the City People's Council Phung Thi Hong Ha suggested that the City People's Committee should continue to receive and fully explain, ensuring the decentralization of revenue sources and expenditure tasks between the city's budget levels to meet the practical requirements of the two-level local government organization.

Regarding this issue, Chairman of Hanoi People's Committee Tran Sy Thanh said that implementing the 2-level local government model, some decentralization of spending tasks between budget levels is transferred to the city to ensure unity, comprehensiveness, and consistency in task implementation.

Maximum expenditure is 94 million VND/year for each staff.

The Hanoi People's Council has approved a Resolution amending and supplementing a number of regulations on the norms for allocating Hanoi's budget expenditures in Resolution No. 22/2022/NQ-HDND dated December 8, 2022 of the City People's Council on decentralization of revenue sources, expenditure tasks among budget levels, norms for allocating Hanoi's budget and the percentage of revenue sharing among budget levels for the period 2023-2025.

Amending and supplementing the regular expenditure quota for commune budgets prescribed in Resolution No. 22/2022/NQ-HDND dated December 8, 2022 of the City People's Council when implementing the 2-level local government model equivalent to the allocation quota of the district level before the arrangement.

Specifically, the regular expenditure quota for cadres, civil servants; non-professional workers in communes and wards: General management agencies (Office of the Party Committee; Office of the People's Council and People's Committee) is 79 million VND/staff/year; agencies of the Fatherland Front Committee (including socio-political organizations) is 94 million VND/staff/year; non-professional workers is 22 million VND/person/year.

The above allocation norms ensure funding for administrative expenses serving the regular operations of agencies; annual professional expenses and expenses for purchasing and replacing common office machinery and equipment of agencies and units according to prescribed norms; expenses for purchasing tools and equipment; expenses for maintenance, repair, and minor, regular repairs of public assets.

Regarding the allocation norms for regular operating expenditure estimates of laborers performing support and service work assigned by competent authorities according to Decree No. 111/2022/ND-CP of the Government: Administrative agencies 155 million VND/employee/year; general management agencies (Office of the Party Committee; Office of the People's Council and People's Committee; Office of the Fatherland Front Committee (including socio-political organizations) is 217 million VND/employee/year.

The budget allocation for the use of vehicles for general work of agencies and units is 134 million VND/year/vehicle based on the number of allocated cars. This budget includes expenses for the use of vehicles for general work including: Gasoline; insurance; repair, maintenance; other expenses for the use of vehicles.

Balancing the spending levels for serving the People's Councils at the city and commune levels

At the twenty-sixth session, the Hanoi City People's Council passed a Resolution stipulating a number of regimes and expenditure levels for the activities of the Hanoi City People's Councils at all levels.

The Resolution adjusts the "Refreshment" expenditure from 40,000 - 30,000 VND/person/session for the city - commune level to 50,000 VND/person/session for both levels. The reason for the amendment is that the previous Resolution of the City People's Council stipulated the "Refreshment" expenditure at 50,000 VND/session (half a day)/delegate and does not distinguish the expenditure level between government levels.

The Resolution also adjusts and supplements the expenditure content and level of "Sewing uniforms (ceremonial uniforms)". Specifically, the expenditure level for "Sewing uniforms (ceremonial uniforms) for incumbent People's Council delegates" and "Sewing uniforms (ceremonial uniforms) for officials, civil servants, and employees of the Office directly serving the activities of the People's Council" at the commune level is adjusted from 4 million VND/set to the expenditure level for city-level delegates of 5 million VND/set and will be applied from the 2026-2031 term.

Adjust the content "Incumbent People's Council delegates serving 2 ministries/term (in case of People's Council delegates at many levels, the allowance is at the highest level)" to "Incumbent People's Council delegates serving 2 ministries/term (in case of People's Council delegates at many levels, the allowance is only at the city level)".

Add the content "In case officers, civil servants, and employees of the Office serve many levels of elected representatives, they will receive the highest level of benefits" to ensure consistency in the ceremony and reception work at the meetings of the People's Council at all levels of Hanoi city and ensure transparency, efficiency, no duplicate spending, and anti-waste in budget expenditure management.

Regarding the additional content of expenditures and the level of expenditures for giving souvenirs for the work of summarizing the term of the People's Council at all levels of Hanoi city, the City People's Committee proposed to supplement the regime of giving souvenirs when summarizing the term of the People's Council at all levels of Hanoi city in kind according to a unified form, 1 gift per person according to the maximum value of the gift.

Specific expenditure levels: For People's Council delegates and guests attending the conference summarizing the work of the City People's Council term, the maximum gift value is 5 million VND - 2.5 million VND/gift at the city - commune level. For officials, civil servants and employees who have directly served the People's Council's activities for 1 year or more up to the end of their term, the maximum gift value is 3 million VND - 1.5 million VND/gift at the city - commune level.

Also at the twenty-sixth session, the Hanoi City People's Council passed a Resolution stipulating a number of regimes and expenditure levels for the activities of the Hanoi City People's Councils at all levels.
