According to the assessment of the Hai Phong City Party Executive Committee for the 2020-2025 term stated in the Political Report presented to the 1st Hai Phong City Party Congress, 2025-2030 term, over the past 5 years, the Party Committee, government, and people of Hai Phong City and Hai Duong province have successfully implemented the Resolution of the 16th Hai Phong City Party Congress and the Resolution of the 17th Hai Duong Provincial Party Congress with many important and comprehensive results in all fields.
The Hai Phong City Party Congress was held on September 26-27 at the City Convention and Performance Center.
One of those achievements is that Hai Phong City and Hai Duong Province have focused on investing in and developing transport infrastructure, green urban infrastructure, industrial park and seaport infrastructure, which are considered strategic infrastructure, creating momentum for Hai Phong to become a growth pole in the Northern region.
Drivers of sustainable growth
With the view of investing in modern and synchronous transport infrastructure to expand space and create growth momentum, in the past 5 years (2020 - 2025), Hai Phong City and Hai Duong Province have both focused on investing in synchronous and modern transport infrastructure to create regional, inter-provincial and international connectivity.
Hai Phong City (old) has focused on investing in upgrading all types of transportation: roads, seaports, waterways, aviation, especially Lach Huyen Port and Cat Bi International Airport. Hai Duong Province has planned new strategic road traffic axes, focusing resources on implementing connecting traffic projects. Mobilizing social investment in the construction of 4 traffic projects; coordinating investment in the construction of 6 large river bridges. Implementing investment in the construction of two large-scale inland waterway ports.
The highlight in the urban development of Hai Phong City in the 2020 - 2025 term is that in the Eastern region, urban space is expanded in 3 breakthrough directions.

In the North, the new urban area North of Cam River is connected with the Political - Administrative, Cultural and Educational Center, while developing the entertainment area, housing and ecological park of Vu Yen Island. In addition, VSIP Hai Phong urban, industrial and service area with a series of housing, industrial, service and connecting traffic infrastructure projects, contributing to the formation of a new modern and dynamic urban center.
In the East, Hai Phong urban area expands to the sea with Cat Hai island area, connecting with the international gateway port and Dinh Vu - Cat Hai economic zone, developing according to the model of an urban service, industrial, seaport and international maritime service area.
In the Southeast, urban infrastructure in the Do Son area and along the Lach Tray river has been heavily invested, creating a clear change in the socio-economic situation and strengthening regional connectivity with projects such as the Hai Phong - Ha Long expressway. Land reclamation activities to expand space and ports in South Do Son are urgently implementing investment procedures.
Meanwhile, Hai Duong province (old) is oriented to develop according to the centripetal urban model, focusing on building green, smart and sustainable urban areas. This is a link in the dynamic urban chain, playing the role of sharing, cooperating and linking functions with the Capital region as well as the Red River Delta.

Master plan of Southern Economic Zone of Hai Phong City
Sea encroachment to expand the area and development space is being implemented and promoted by Hai Phong City in the coming time with the development of the seaport system in Lach Huyen, Nam Do Son port... In particular, the Southern Coastal Economic Zone is expected to be a new growth driver, developing according to the green - smart - comprehensive model, elevating Hai Phong to become the leading national maritime economic center.
Hai Phong has been making efforts to develop a synchronous and modern transport infrastructure system. This is not only a condition for the city to accelerate in socio-economic development but also a "push" for the breakthrough of the whole region.
With the goal of building a modern and dynamic urban area, the city has invested in the Political - Administrative Center in the new urban area North of Cam River, expected to become a new symbol, expanding the urban space in the North, promoting investment attraction and raising the position of Hai Phong.
These results were achieved first of all thanks to the timely leadership and direction of the Party Central Committee, the Politburo, the Secretariat, the National Assembly, the Government and ministries, departments and branches; the solidarity, unity, close, drastic and comprehensive leadership and direction of the leaders of the Hai Phong City Party Committee and Hai Duong Provincial Party Committee...
These important results have affirmed that Hai Phong city is a new growth pole, a dynamic development center, playing a driving role in the Red River Delta and the whole country in the period of promoting industrialization, modernization and international integration.
Future development orientation
By 2030, Hai Phong aims to build a new generation Free Trade Zone, develop modern logistics - seaports and synchronous infrastructure, thereby affirming its role as a growth pole in the economic triangle of Hanoi - Hai Phong - Quang Ninh.
The city is oriented to form a new generation Free Trade Zone according to Resolution 226/2025/QH15, considering this a breakthrough driving force for growth.
Lach Huyen International Port - Hai Phong City
According to the Report of the Hai Phong City People's Committee Party Committee, the Hai Phong Free Trade Zone (FTA) has a scale of about 6,292 hectares, expected to be located in the Southern Coastal Economic Zone and Dinh Vu - Cat Hai Economic Zone. The FTA is planned into 3 locations: Chan Hung and Hung Thang communes (2,923 hectares); Nam Dinh Vu Industrial Park (1,077 hectares); Cat Hai Island, Cat Hai Special Zone (2,292 hectares).
The implementation roadmap is divided into two phases. Phase 1 (2025-2030) establishes the Trade Zone, completes the legal framework, connecting infrastructure, seaports and key logistics, and simultaneously applies pilot specific mechanisms and policies. Phase 2 (2030-2035) synchronizes mechanisms and policies, completes infrastructure, expands space and studies amendments and supplements to relevant laws.
Hai Phong focuses on developing modern logistics, trade and seaport services, taking advantage of the special mechanism from Resolution 226/2025/QH15. The city will form logistics centers of over 50 hectares and logistics services of up to 50 hectares associated with seaports, airports, railways, roads and inland waterways.
The new logistics space is oriented towards key projects: Lao Cai – Hanoi – Hai Phong high-speed railway, Nam Do Son port (starting construction in 2026), Lach Huyen Port expansion (berths 7-12 completed before 2030), Ninh Binh – Hai Phong expressway (opening to traffic in 2027), Tien Lang International Airport and the western river port system.

Hai Phong focuses on developing a synchronous, modern transport system, connecting domestically and internationally according to a multimodal model. The city speeds up the progress of coastal routes, belt roads 2 and 3, and routes connecting Hai Phong - Hai Duong, while simultaneously deploying the Ninh Binh - Hai Phong expressway (section through Hai Phong and Hung Yen), opening a route connecting Gia Binh airport - Lach Huyen port, aiming to establish the Northern Hai Phong Economic Zone before 2030.
Along with that is investing in marine economic infrastructure, completing Lach Huyen ports, starting Nam Do Son port, developing Van Uc port; upgrading inland waterway corridors connecting Hanoi, Quang Ninh, Ninh Binh... to promote the advantages of river-sea transport. Regarding railways, priority is given to the Lao Cai - Hanoi - Hai Phong route, renovating the Hanoi - Hai Phong, Yen Vien - Pha Lai - Ha Long - Cai Lan and Kep - Ha Long routes to increase cargo transport capacity.
In the aviation sector, the city is accelerating the construction of passenger terminal 2, cargo terminal, and expanding the parking lot at Cat Bi, while also studying the planning of Hai Phong International Airport in the southern coastal economic zone. Hai Phong is also closely coordinating with Hanoi, Quang Ninh and the Northern Delta provinces to promote regional connectivity, promoting the role of a growth pole in the Hanoi - Hai Phong - Quang Ninh triangle.
