Ha Tinh proposes plan to reorganize education and training sector

In a document sent to the Government, the Ministry of Home Affairs reported on the plan to reorganize public service units under the management authority of the Provincial People's Committee. In the fields of education and training, vocational education, Ha Tinh has specifically proposed reorganization plans to improve the effectiveness and efficiency of operations.

Accordingly, implementing the Central direction, Ha Tinh has effectively reorganized educational and training units. Up to now, Ha Tinh has reorganized and reduced 74 units compared to the time before implementing Resolution No. 19-NQ/TW. The whole province currently has 640 educational and training units, including 1 university under the Provincial People's Committee, 38 high schools under the Department of Education and Training (37 high schools, 1 ethnic boarding high school); 148 secondary schools and 220 primary schools, 233 kindergartens under the Commune People's Committee.

Ha Tinh proposed a plan to reorganize the apparatus in the field of education and training.

To continue implementing the arrangement of public service units, state-owned enterprises, and organizations within the state administrative system in the field of education and training, Ha Tinh proposes the following plan:

For Ha Tinh University: Continue to propose to carry out the process to merge into a member university of Hanoi National University or carry out the merger according to the new direction of the Ministry of Education and Training when implementing Document No. 59-CV/BCĐ.

For high schools: Research schools that do not meet the regulations on class size and number of students according to current regulations to make arrangements with local middle schools to ensure convenience for people and students to travel; at the same time, these two levels have similar study/teaching time.

For kindergartens, primary schools, and secondary schools: In the short term, keep them basically the same to ensure they meet the needs of the people. For localities with favorable economic and transportation conditions, or for schools that do not meet the required class size and number of students according to current regulations, research should be done to arrange schools in the same area (same level or inter-level) to ensure suitability and compactness while still ensuring that they meet the needs of the people.

Ha Tinh proposed specific plans for organizational arrangement in the field of vocational education.

In the field of vocational education, for vocational education centers - continuing education: In the short term, maintain the current 8 units under the Department of Education and Training to provide public services in inter-ward and commune areas. When there are specific instructions and guidance from the Central Government, the organizational and operational model will be converted into vocational secondary schools equivalent to high school level.

Regarding vocational schools, currently, there are 5 vocational schools under the management authority of the Provincial People's Committee, of which 4 schools are self-sufficient in regular expenses and 1 school is partially self-sufficient in regular expenses (Nguyen Du College). Therefore, Ha Tinh proposed to maintain Nguyen Du College because the school operates in the field of culture and art, which is basically not similar to other vocational training fields. Maintaining the unit will contribute to training workers in the field of culture and art, contributing to preserving and promoting cultural and artistic values in general and cultural and artistic values of Ha Tinh in particular such as folk songs, Vi Dam. Maintaining the unit still ensures the right direction of the Central Government.
