According to the Vietnam Road Administration, National Highway 1 through Ha Tinh is more than 130km long, from Ben Thuy Bridge (Nghi Xuan Commune) to Deo Ngang (Hoanh Son Ward). The National Highway 1 bypass includes three sections avoiding the areas of Hong Linh, the old Ha Tinh City and Ky Anh, with a total length of more than 60km.

There are still four sections with only two lanes, exploited from 1998 - 2015, which have degraded and cannot meet the increasing traffic volume.
These sections are not synchronized with the four-lane scale of National Highway 1 in neighboring provinces, causing local congestion, prolonging travel time and posing potential traffic safety risks.
Based on that reality, the Vietnam Road Administration proposed to upgrade and expand two National Highway 1 bypass routes, including the old Ha Tinh City bypass route, the old Ky Anh town bypass route, and the route through the Vung Ang Economic Zone. The routes will be expanded to 4 lanes, with a design speed of 60 - 80km/h.
The project has a total preliminary investment of about 8,020 billion VND, using State budget capital, Government bonds for the period 2026 - 2030 and other legal capital sources. The project implementation period is expected from 2026 - 2028, with a construction period of about 24 months.
The Vietnam Road Administration said the project will contribute to completing the transport infrastructure, promoting socio-economic development in Ha Tinh, improving people's quality of life, while ensuring safety and efficiency of operation on National Highway 1.
