In January 2024, the Ninh Thanh Regional Tax Department collected nearly 82 billion VND in state budget revenue, reaching over 10.3% of the annual estimate and nearly 3 times higher than the same period last year. Many taxes had high revenue compared to the annual estimate such as corporate income at 34.8%, personal income at 32.3%, value added at 26.4%; fees and charges at 64.5%... and were all much higher than the same period last year. The business license fee alone exceeded the annual estimate by 10.5%.
From the beginning of the year to February 16, the budget revenue in Kinh Mon town and Kim Thanh district managed by the Kinmen Tax Department reached nearly 151 billion VND, equal to nearly 14% of the annual estimate and 3.4 times higher than the same period last year. Excluding land use fees, the revenue was over 105 billion VND, reaching 30% of the annual estimate, exceeding 11% of the estimate for the first quarter of 2024 and 2.8 times higher than the same period last year. The business license fee alone exceeded 5% of the annual estimate and was 13 times higher than the same period last year, mainly from e-commerce activities. This is the fourth consecutive year that the budget revenue of the Kinmen Tax Department has increased in the first month.
The overall budget revenue results in the whole province are also very impressive. In January 2024, the total domestic budget revenue of the whole province managed by the Hai Duong tax sector reached more than 3,691 billion VND, equal to 69% of the first quarter plan, reaching 22% of the annual ordinance estimate and increasing by 52% compared to January 2023. There were 4/15 revenue items exceeding 100 billion VND and all increased compared to January 2023. Of which, the revenue from the foreign-invested enterprise sector (FDI) was the highest at over 1,645 billion VND, reaching 28% of the estimate, up 24%. The second largest revenue was from the non-state industrial, commercial and service sector with 755.4 billion VND, reaching 28% of the estimate, up 57%. Third, land use fees collected were 727.2 billion VND, reaching 12% of the year's estimate and 3.1 times higher than the same period last year.
However, in the first half of February 2024, the total domestic budget revenue of the whole province managed by the tax sector reached nearly 400 billion VND, only reaching about 2% of the annual estimate...
The reason for the low revenue in February is not only due to the Tet holiday. According to the analysis of the tax sector, some shortcomings still exist in the management of state budget revenue. Many violations of tax laws still arise and become complicated. Civilized consumption habits still have many limitations, many people do not have the habit of getting invoices when buying goods. The implementation of the digital map of business households is still slow. There are many loopholes in the management of e-commerce activities...
Multiple synchronous solutions
Anticipating difficulties in state budget collection, tax departments in the province have strengthened strict management of tax collectors, monitored budget payment progress; assessed and analyzed factors affecting revenue and had effective revenue management solutions. "The unit is currently closely following actual budget collection results each month and each quarter to proactively complete assigned tasks," said Mr. Pham Quang Hung, Head of the Kinmen Tax Department.
Since the end of December 2023, the Hai Duong City Tax Department has been synchronously deployed in wards and communes, checking, counting households, collecting and distributing tax declarations, and disseminating tax policies for business households. As a result, the 2024 supplementary set has added 569 households and 579 million VND in tax, equivalent to a 7% increase in the number of households and a 28% increase in tax compared to 2023. The average tax has also increased from 552,000 VND/household/month to 613,000 VND/household/month. The total number of households reviewed and included in the 2024 set is 6,393 households. Of which, by the end of January 2024, 4,358 households reached the tax payment threshold, with a total lump-sum tax of VND 2.67 billion/month... According to Mr. Duong Van Ha, Head of the Hai Duong City Tax Department: "Closely implementing household management is a fundamental measure to ensure the completion of the budget revenue estimate. At the same time, it also creates a database to map the number of business households to improve the efficiency of tax management according to regulations".
Right from the beginning of the year, the Hai Duong Provincial Tax Department launched a competition to assign specific budget collection targets to each professional department and local tax branch... Each unit focused resources, synchronously deployed many solutions to manage revenue collection; prevent budget loss; collect tax debts such as coordinating to enforce accounts and invoices; temporarily suspend import and export... Strengthen digitalization in tax management, expand electronic tax services...
Specialized measures are enhanced to effectively operate the electronic invoice system; promote the expansion of electronic invoices with codes generated from cash registers. Continue to implement the "Lucky Invoice" program, creating civilized consumption habits. Complete the map of business households. Review household management, strengthen the investigation of taxable revenue according to regulations, ensure growth targets in the number of households, taxes, etc.
“The Provincial Tax Department strengthens close coordination with relevant levels, departments and branches to strictly manage budget revenue sources; focuses on nurturing revenue sources and expanding the collection base. Actively accompanies the activities of enterprises and taxpayers to develop appropriate budget collection scenarios for each month and each quarter; at the same time, strengthens inspection and examination of enterprises showing signs of high risks regarding taxes and invoices to promptly prevent and handle violations according to the provisions of law,” affirmed Mr. Bui Duc Thanh, Deputy Director of the Provincial Tax Department.
