In 2026, Hai Phong city plans to restructure crop and livestock production on 543.22 hectares of rice-growing land. Specifically, 264.52 hectares will be converted to annual crops, 1 hectare to perennial crops, and 277.7 hectares to a combination of rice cultivation and aquaculture.
The conversion of rice-growing land was implemented in 19 communes, wards, and special zones, including Hop Tien, Ninh Giang, Binh Giang, Kim Thanh, Hai Hung, Lai Khe, Truong Tan, Cat Hai, Kien Thuy, Chan Hung, Nam Trieu, An Phong, Hung Dao, Phu Lien, Tan Minh, An Hai, Kien Hai, Nghi Duong, and An Duong. Kien Hai commune had the largest converted area with 316 hectares. Nghi Duong commune had the smallest converted area with 1.4 hectares.
The People's Committee of the city has assigned the Department of Agriculture and Environment to guide and inspect the conversion of crop and livestock structures on rice-growing land in accordance with regulations.
The People's Committees of communes, wards, and special zones shall, based on regulations, guide, inspect, and supervise the conversion of crop and livestock structures on rice-growing land within their jurisdiction; and compile and report the results of the conversion of crop and livestock structures on rice-growing land to the City People's Committee (through the Department of Agriculture and Environment) as prescribed.
