
On June 3rd, the People's Committee of Hai Phong City issued Plan No. 201/KH-UBND on organizing periodic health check-ups or free screening for residents in the city, replacing Plan No. 180/KH-UBND issued on May 15th, 2026.
According to the plan, starting in 2026, residents with permanent residency in the city will receive free periodic health check-ups or screenings at least once a year. This policy aims to detect diseases and risk factors affecting health early, enabling timely consultation, management, and treatment; while also contributing to improving the quality of the population, the quality of life, and the number of years lived in good health.
The beneficiaries of the policy include the elderly, people with disabilities, poor and near-poor households, people with meritorious service, people with chronic diseases; preschool children, primary and secondary school students; workers; members of the armed forces and other population groups residing permanently in the city.
The health check-up content is conducted according to the professional guidelines of the Ministry of Health , tailored to each target group, age, and risk factor.
In addition to general check-ups, healthcare facilities will strengthen screening and early detection of non-communicable diseases, occupational diseases, school-related diseases, mental illnesses, and some common diseases in the community.
People also receive advice on nutrition, physical activity, mental health care, reproductive health, and guidance on self-monitoring their health at home.
The plan also aims to gradually establish a nationwide health database, strengthen continuous and long-term health management linked to electronic health records, and promote digital transformation in the healthcare sector. Health check-up results will be updated and linked to electronic health records and integrated electronic health books on the VNeID application.
The City People's Committee requires healthcare facilities to ensure sufficient personnel, equipment, medicines, medical supplies, and information technology infrastructure to serve health check-ups. They should also strengthen the organization of mobile health check-up campaigns in disadvantaged areas, remote locations, schools, and industrial zones to facilitate access to healthcare services for all citizens.
Previously, in accordance with Plan No. 180/KH-UBND, by the end of May 2026, the entire city organized health check-ups for more than 35,400 people belonging to the elderly and vulnerable groups; at the same time, it conducted humanitarian and mobile free health check-up campaigns for more than 14,200 people.
