Hai Phong City People's Committee reported at the 29th Session of the 26th City People's Council on the implementation of the state budget in the first 6 months of 2025 and tasks and solutions for the last 6 months of the year.
According to the report, the total state budget revenue in the city in the first 6 months of 2025 is 100,994 billion VND, reaching 68.5% of the central budget estimate, 61.6% of the assigned target and increasing by 32.7% over the same period in 2024.
Of which, revenue from import-export activities reached 41,341 billion VND, domestic revenue was 58,383 billion VND.
Compared to the central budget, 13/19 revenue items achieved an average collection rate of 6 months (reaching 50% or more). Compared to the assigned target, 13/19 revenue items achieved and exceeded the average collection rate of 6 months. Compared to the same period in 2024, 10/19 revenue items had growth.
Total accumulated local budget expenditure in the first 6 months of 2025 is nearly 35,371 billion VND, reaching 50.1% of the central budget estimate and increasing by 88% over the same period in 2024.
In the first 6 months of 2025, public investment capital from the former Hai Duong province and the former Hai Phong city will focus on disbursing to implement the new rural construction program, speed up the implementation progress and complete key and important projects.

The total source of increased revenue and saved expenditure in 2024 of the provincial budget of Hai Phong City after the rearrangement is more than 10,776 billion VND.
According to the People's Committee of the new Hai Phong City, the socio-economic development of the two provinces and cities before the merger achieved many positive results compared to the same period last year, creating momentum for the budget revenue to achieve positive results, creating resources to ensure the roadmap for salary reform, development investment spending, social security spending, security and national defense.
Hai Phong City People's Committee proposed to strive for the total state budget revenue in the city in 2025 to reach 165,012 billion VND, an increase of 11.92% compared to the estimate assigned by the Central Government.
Of which, domestic revenue strives to reach 83,000 billion VND, revenue from import-export activities reaches 75,040 billion VND.
Total local budget expenditure is expected to be 76,859 billion VND, including 74,666 billion VND of local budget balance expenditure and 2,193 billion VND of targeted additional expenditure from the central budget.
