BHG - In just a few days, the newly formed Tuyen Quang province, based on the merger of Ha Giang and Tuyen Quang provinces, will officially operate. Administrative units will operate under a two-level model, provincial and communal levels. In a joyful, bustling, and exciting atmosphere, cadres and people in the border areas of the Fatherland are looking forward to the moment of change, ready for a new journey with faith in a streamlined, effective, and close-to-the-people apparatus, serving the people better and better.
As the political , economic, cultural and social center of the province, up to now, Ha Giang city has completed preparations for the merger of commune-level administrative units according to plan. After the merger, the communes and wards have new names: Ha Giang Ward 1, Ha Giang Ward 2 and Ngoc Duong Commune. Communes operating under the new model all have larger areas and larger populations, placing higher requirements on the organization of the apparatus, management and service to the people. In the new mindset, the communes and wards have proactively done a good job of ideological work, widely propagating to cadres and people, creating high consensus and unity.

Ms. Hoang Thi Binh, residential group 8, Minh Khai ward shared: To create a joyful atmosphere before the merger, the ward Party Committee organized a conference to summarize, meet, reward and encourage all cadres and civil servants. I myself was very moved when being recognized for my participation in the work in the residential area over the past many years. What makes me feel most secure and excited is that the preparation process for the merger was very carefully organized, the people were fully informed, the cadres were close and listened. Like many people, I hope that after entering the new phase, the two-level government will operate smoothly from the beginning, with a focus on and investment in infrastructure development, urban beautification, and improving the lives of the people.
Deeply aware of the Party's correct policies and decisions on streamlining the apparatus, each cadre and party member in the province always upholds the spirit of responsibility and sets an example in carrying out the task of arranging and merging administrative units. Comrade Hoang Thi Thanh Huyen, Chairwoman of the Fatherland Front Committee of Vi Xuyen district, said: "In arranging the cadre apparatus, I was entrusted by the Provincial Party Committee to hold the position of Secretary of the Party Committee of Viet Lam commune. Viet Lam commune was newly formed on the basis of merging Viet Lam and Quang Ngan communes. The current commune level will carry out about 70% of the tasks of the district before. This is a big challenge, but I believe that solidarity is the prerequisite for the commune to start a new journey smoothly."

According to records, in Pho Bang town (Dong Van), the atmosphere of preparation for the day of the merger announcement was very urgent, serious but no less joyful. The new Pho Bang commune was formed on the basis of merging Pho Bang town, Pho Cao, Pho La and Lung Thau communes. The above communes are in the highland border area, mainly inhabited by Mong ethnic people, with many similarities in terrain, traffic, culture, customs and practices. Therefore, the merger is considered an opportunity to streamline the apparatus, improve operational efficiency, and at the same time, create conditions to concentrate investment resources for more even development among the regions.
Comrade Lieu Thi Din, Chairwoman of Pho Bang Town People's Committee, said: After the merger into Pho Bang Commune, I was assigned to be Chairwoman of the Vietnam Fatherland Front Committee and in charge of the mass organizations. Our cadres clearly identified that there would certainly be difficulties at first, because the area was expanded, the number of villages and hamlets was greater, and the workload increased. However, when the commune level had enough departments, branches, and specialized units, the apparatus would be closer to the people, handling work more promptly and effectively. People would not have to travel far to the district as before, all procedures and needs could be handled right at the grassroots level, saving time and costs, and creating a bond and trust between the Party Committee, the government, and the people.
Ta Kha village, Pho Bang town has 102 households with 480 people. The village has a border of nearly 4km long with 4 main markers and 4 sub-markers. Currently, the village still has over 40% of poor and near-poor households. Despite many difficulties, the people are always united and comply with the policies, guidelines, and laws of the Party and the State. The commune merger has been agreed and supported by the people, who hope that in the future there will be more production conditions, better infrastructure, and a more prosperous life - Mr. Giang Mi Dinh, Party Secretary of Ta Kha village, Pho Bang town expressed.
July 1 will open a new page for each locality. Together with the whole country, cadres, party members and people of all ethnic groups in the province are willing to enter a new phase together with the expectation that the two-level government apparatus will soon operate stably, bringing about clear changes in management and service work, for a comprehensive and sustainable development of a mountainous border province.
