Attractive online contest "Learning about policies and laws on social insurance and health insurance in 2025"

On June 23, the Social Insurance (SI) Region I issued a Plan to organize an online contest "Learning about policies and laws on social insurance and health insurance (HI) in 2025". This is truly an attractive playground with practical significance, contributing to propaganda, answering questions, providing policy advice, and responding to Vietnam Health Insurance Day (July 1).

Strengthening effective policy communication

Not only is it a meaningful activity to raise awareness of people, workers and businesses about social insurance and health insurance policies and laws, and promote participation in social insurance and health insurance, the contest also creates a useful playground, contributing to spreading information on policies and laws, helping workers and people access and better understand new regulations on social insurance and health insurance regimes and policies according to the provisions of the Social Insurance Law No. 51/2024/QH15, Law No. 51/2024/QH15 amending and supplementing a number of articles of the amended Law on Health Insurance in 2024.

In particular, by organizing the contest online, this playground also contributes to promoting propaganda work on social networking platforms, expanding its reach to more audiences.

According to the Organizing Committee, the requirement is that the contest must be organized publicly, transparently, in accordance with regulations, ensuring fairness among contestants. The content of the contest must adhere to current regulations on social insurance and health insurance policies and laws, ensuring accuracy, science and ease of understanding. The online contest format must be convenient, user-friendly, ensuring wide accessibility; at the same time, ensuring information security and State regulations on propaganda on the internet platform.

The contest regulations stipulate that contestants (collectively referred to as contestants) are Vietnamese citizens aged 15 years or older, permanently or temporarily residing in Hanoi ; civil servants, public employees, and workers working in agencies, units, organizations, associations, unions, and enterprises in Hanoi.

The Organizing Committee notes: Members of the Organizing Committee, Jury, Secretariat, officials and employees of the Social Insurance System of Region I are not allowed to participate in the contest.

The contest is organized online. Contestants answer multiple-choice questions directly on an electronic device with an internet connection by accessing the website (Contest Portal) provided by the Organizing Committee.

According to the plan, the launching ceremony of the contest is expected to take place on July 1, 2025. The contest will take place over 12 days (expected from 9:00 a.m. on July 2, 2025 to 9:00 a.m. on July 13, 2025).

Information about the awards and the results of the winners will be fully announced on the Electronic Information Portal of Social Insurance Region I: https://hanoi.baohiemxahoi.gov.vn or on the Zalo page: Social Insurance Region I (zalo.me/3655956242595713135) on July 15, 2025.

The competition summary and award ceremony is scheduled for July 18, 2025.

The organizers will award:

  • 1 First Prize (2 million VND/prize + Certificate of Social Insurance Region I with souvenir).
  • 2 Second prizes (1 million VND/prize + Certificate of Social Insurance Region I with souvenir).
  • 5 Third prizes (800,000 VND/prize + Certificate of Social Insurance Region I with souvenir).
  • 10 Consolation prizes (600,000 VND/prize + Certificate of Social Insurance Region I with souvenir).

Contest rules details: Note 3 steps

Social Insurance Region I notes that candidates must follow these 3 steps to participate in the contest:

Step 1: Use electronic devices with internet connection (computer, smartphone, tablet...) to access the contest website.

  • Method 1: Type the website link directly: https://thitructuyen.bhxhkhuvuc1.org.
  • Method 2: Click on the contest banner at the Social Insurance Portal Region I https://hanoi.baohiemxahoi.gov.vn.

Step 2: After accessing the Contest website, at the contest page interface, candidates select the "JOIN THE CONTEST" button. Here, the screen will display a window to log in to the contest; each candidate can only register for one contest account and must fill in complete and accurate personal information in the default information fields as required, including:

1. Full name (*).

2. Phone number (*).

3. Contestants (*): (check the boxes) Students/Workers/Civil servants/Freelance workers/Other subjects.

4. Fill in temporary/permanent address (*): Check the list of wards and communes of Hanoi city that have been updated on the system.

Social Insurance Region I reminds candidates to declare complete and accurate information as required. The Contest Organizing Committee will not recognize the results for candidates with more than one account or any registration information fields that are inconsistent with reality or between exams. The Contest Organizing Committee will verify candidate information before announcing the results.

Step 3: After filling in all the above information, candidates select “UPDATE” and start answering the contest questions.

Candidates answer 10 multiple choice questions (in the form of choosing 1 true/false answer). In case they are not satisfied with the answer, they can change their answer choice before submitting the test. Then, predict the total number of contestants. The test is completed in 10 minutes.

After answering 10 questions and predicting the number of contestants, the contestant clicks the “Submit” button (confirming “agreement” to complete the contest). The contest time is calculated from the time of “starting the contest” to the time of “submitting the contest”. Contestants are allowed to participate in the contest a maximum of 2 (two) times/contest.

The system will take the test with the highest result of the candidate (most correct answers, shortest test time, smallest difference in prediction of total number of contestants) as the basis for considering individual awards with the following priority order of criteria:

  • Criterion 1: Test score (each correct answer is worth 10 points, maximum score is 100 points). Tests with higher scores are ranked higher.
  • Criterion 2: Time to complete the test. Tests with shorter completion times are ranked higher.
  • Criterion 3: The predicted result is correct or close to the result of the Organizing Committee. The test has a predicted answer that is at least slightly different from the answer ranked above by the Organizing Committee.

The Organizing Committee notes: In case there are many candidates with the same test score, the same test completion time, and the same predicted answer, the Organizing Committee will consider giving priority to the earlier test, based on the archived data of the contest website to consider awarding prizes. Each candidate is allowed to participate in a maximum of 2 times/competition; if the content of these Rules is different, the results will not be recognized. The Organizing Committee will consider selecting candidates with high results according to the ranking criteria of these Rules to consider awarding prizes.
