The Government has just issued Decree 36/2019/ND-CP detailing a number of articles of the Law amending and supplementing a number of articles of the Law on Physical Training and Sports .
Accordingly, regarding health care and injury treatment, high-performance athletes receive health care, rehabilitation and injury treatment at domestic medical facilities.
In special cases, the Minister of Culture, Sports and Tourism decides to allow high-performance athletes to be summoned for training at national sports teams preparing to participate and potentially win medals at the Asian Games (ASIAD), the Olympic Games, and athletes participating in the Paralympic Games to receive injury treatment abroad.

Regarding special nutrition, high-performance athletes enjoy a special nutrition regimen to ensure adequate nutrition for high-performance sports training and competition, including: Daily meals (1); functional foods.
High performance sports coaches enjoy the same daily meal regimen as high performance athletes. The time to enjoy the special nutritional regimen is calculated during the training and competition time of coaches and athletes.
Coaches and high-performance athletes summoned to national sports teams to prepare for the Southeast Asian Games (SEA Games), ASIAD and Olympic Games are entitled to a higher nutritional regime of no more than 50% of the prescribed level for a period of no more than 90 days.
Coaches and high-performance athletes who are called up to national sports teams and are capable of winning gold medals at the ASIAD, winning gold medals at the Youth Olympic Games, and are capable of qualifying for the Olympic Games and coaches and athletes participating in the Paralympic Games are entitled to a higher nutritional regime of no more than 100% of the prescribed level.
High-performance athletes who are called up to national sports teams and are capable of winning medals at the ASIAD, participating in the qualifying rounds and participating in the Olympic Games and athletes participating in the Paralympic Games are entitled to a functional food regime according to the specific nature of each sport as prescribed by the Minister of Culture, Sports and Tourism.
Coaches and athletes training abroad are entitled to daily meals according to the invitation letter or contract signed between the athlete management agency in the country and the training facility abroad.
When market prices fluctuate by 10% or more as announced by the General Statistics Office, the Ministry of Finance shall preside over and coordinate with the Ministry of Culture, Sports and Tourism to unify the adjustment of expenditure levels to implement appropriate nutritional regimes.
Priority for direct admission to sports majors
Athletes and coaches of national sports teams who have graduated from high school and have been confirmed by the Ministry of Culture, Sports and Tourism to have completed their duties in competing in the Olympic Games, World Championships, World Cups, ASIADs, Asian Championships, Asian Cups, SEA Games, Southeast Asian Championships, and Southeast Asian Cups are given priority:
- Direct admission to physical education majors or physical education majors of universities and colleges.
- Participate in coach training courses, participate in training and professional development courses domestically and internationally.
- Consider exempting or reducing tuition fees and supporting learning costs according to the law.
Athletes studying at educational institutions or vocational training institutions who are called up to join national sports teams, sports teams of provinces, centrally-run cities, and industries for training and competition will have their tuition fees paid by the agency employing the athletes according to the provisions of law.
Athletes who achieve excellent results in national or international sports competitions are considered for special graduation from middle school or high school if the exam time coincides with the time the athlete trains abroad or participates in international sports competitions.
Vocational training and employment incentives
The Decree clearly stipulates that athletes of national sports teams, sports teams of sectors, provinces and centrally-run cities, when they stop working as athletes, if they have a need for vocational training and are eligible for vocational training support, will be supported with vocational training according to the provisions of Decree No. 61/2015/ND-CP dated July 9, 2015 of the Government regulating employment support policies and the National Employment Fund.
Athletes who win medals at the Olympic Games, ASIAD, and SEA Games are given priority: Special consideration for recruitment to work at public sports facilities suitable for the job position to be recruited; are given priority points in recruiting workers at sports facilities when they have sufficient qualifications and professional capacity suitable for the requirements of the recruitment position; during the probationary period, they are entitled to 100% of the salary and allowances of the job title corresponding to the job position.
Regimes on salary; training and competition support; social insurance; health insurance; unemployment insurance; occupational accident and disease insurance; insurance for training and competition abroad and bonuses based on competition achievements for coaches and high-performance athletes during the training and competition period shall comply with the provisions of Decree No. 152/2018/ND-CP dated November 7, 2018 of the Government stipulating a number of regimes for coaches and athletes during the training and competition period.
The Decree takes effect from June 14, 2019.
