According to Thanh Nien reporters, more than 20 years ago, due to a lack of teachers, the People's Committees of districts in Nghe An had to recruit teachers and school staff on contract to meet teaching needs. However, these teachers were not given salary increases according to regulations. In 2006, the People's Committee of Nghe An province issued a document directing departments and branches to review and provide guidance on salary increases. Then, on June 29, 2007, the Departments of Home Affairs, Education and Training, Finance and Social Insurance of Nghe An province issued an inter-sectoral document guiding the rearrangement of salary levels.

In Nam Dan District, in 2011, the above-mentioned teachers were given a salary increase in a "leapfrog" manner to compensate for the previous period of not having received a salary increase, and many teachers were raised from 1 to 4 salary levels but were not entitled to receive back pay. However, the teachers were not notified to pay insurance premiums for the increase.
Recently, Nam Dan District Social Insurance issued a notice to schools in the area where teachers had their salaries raised in the above-mentioned "leapfrog" manner to collect social insurance, health insurance and unemployment insurance. Accordingly, 311 teachers were charged with over 4.6 billion VND, of which the principal debt was over 1.9 billion VND and the fine for late insurance payment was over 2.6 billion VND. The notice included a list and the amount of debt of the 311 teachers, many of whom owed 40-50 million VND, with one teacher owing 65.6 million VND. Some teachers have retired but have not received pension payments from the insurance because of this debt.
Mr. Nguyen Ngoc Lam, a teacher at Anh Xuan Secondary School, is being reported to owe 38.6 million VND to the Social Insurance, including 20.6 million VND in fines for late payment of insurance. Similarly, Mr. Nguyen Dinh Phuong, a teacher at the same school as Mr. Lam, is also being asked to pay the Social Insurance. "If we had been notified at that time and paid 5% of the Social Insurance as prescribed, the amount would not have been significant. Now, after more than 10 years of being notified, many teachers have to pay 20-30 million VND in interest, which is very unreasonable," said Mr. Phuong.
Explaining this, Mr. Nguyen Dinh Ngoc, Director of the Social Insurance Department of Nam Dan District, said that the decision to upgrade the salary of contract teachers by the People's Committee of Nghe An Province in 2011 was special due to the lack of teachers and school staff. According to the inter-sectoral guidelines, these teachers are only entitled to receive salary back-grades, not back-salaries. The guidelines also clearly state that units should go directly to the financial and social insurance agencies to receive funding to resolve the social insurance regime for these workers.
"In 2011, the People's Committee of Nam Dan District decided to allow employees ineducational institutions on the payroll to receive back wages. At this time, educational institutions should have worked with the finance department to have funds to resolve the issue, and at the same time required employees to complete the paperwork and send it to the district social insurance agency for resolution, but they did not do so. The district social insurance agency is not responsible for notifying educational institutions. According to the Social Insurance Law, to resolve retirement benefits and other related benefits, the salary level for social insurance contributions must be collected," said Mr. Ngoc.
Mr. Vuong Hong Thai, Standing Vice Chairman of Nam Dan District People's Committee (Nghe An), said: "We have requested Nam Dan District Social Insurance to specifically review each teacher whose insurance premiums have been collected so that we can report to the Standing Committee of the District Party Committee to find a solution."
