Through many resolutions

At the meeting, the People's Council of An Giang province carried out the procedure to dismiss Mr. Giang Thanh Khoa from the position of Vice Chairman of the People's Committee of An Giang province for the 2021 - 2026 term, due to his resignation under the prescribed policy.

Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the People's Committee of An Giang province Ho Van Mung approved the report at the meeting.

The An Giang Provincial People's Council voted to pass 14 important Resolutions, creating a legal basis to promote socio -economic development in the last months of 2025; at the same time, promulgating necessary mechanisms and policies to ensure regimes for cadres, civil servants and workers; contributing to helping the two-level government apparatus operate more smoothly and effectively.

Some important resolutions were passed such as: Regulations on the level of business trip expenses and conference expenses; regulations on the level of expenses for reception, visits and congratulations for a number of subjects implemented by the Vietnam Fatherland Front Committees at all levels; approval of the Project to establish the An Giang Provincial Development Investment Fund on the basis of merging the Kien Giang Provincial Development Investment Fund and the An Giang Provincial Development Investment Fund; adjustment and supplementation of the medium-term public investment capital plan for the period 2021 - 2025 from the central budget and local budget sources; adjustment and supplementation of the 2025 public investment capital plan from the central budget and local budget sources in An Giang province.

Accordingly, the People's Council of An Giang province adjusted the total medium-term public investment plan for the period 2021 - 2025 to more than 80,015 billion VND (a decrease of more than 700 billion VND compared to Resolution No. 20/NQ-HDND dated July 29, 2025 of the People's Council of An Giang province).

In addition, there are also resolutions deciding on the policy of changing the purpose of forest use to other purposes to implement the project: Investment in Cua Can lake; An Thoi domestic solid waste treatment plant; construction of a radar station on Tho Chu island; Ham Ninh resettlement area; expansion of Phu Quoc city people's cemetery (now Phu Quoc special zone, An Giang province).

Accordingly, the area of protective forest to be converted for use purposes includes: 220.28 hectares for investment in Cua Can reservoir; 4.22 hectares for construction of An Thoi Domestic Solid Waste Treatment Plant; 4 hectares for construction of radar station on Tho Chu island; 4.42 hectares for expansion of Phu Quoc City People's Cemetery; 74.94 hectares for construction of Ham Ninh resettlement area.

The People's Council of An Giang province also passed a Resolution regulating the monthly allowance for hamlets, quarters, and quarter leaders and the daily allowance, the additional allowance for militia and self-defense forces; regulating the scope of tasks and powers authorized to civil servants of the People's Committee at the commune level in the field of certification; deciding on the staffing of civil servants in the agencies of the People's Council, the People's Committee at the provincial and commune levels; approving the number of employees in public service units and associations assigned by the Party and the State in 2025 in An Giang province after the reorganization; Resolution on the application of Resolution No. 07/2025/NQ-HDND dated January 8, 2025 of the People's Council of Kien Giang province within the administrative unit of An Giang province (new).

Specify and effectively implement resolutions

Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of An Giang province Nguyen Thanh Nhan delivered a closing speech at the meeting.

Speaking at the closing session, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Council Nguyen Thanh Nhan requested that immediately after this session, the Provincial People's Committee and branches and levels urgently concretize and organize the quick and effective implementation of resolutions, focusing on: Accelerating the disbursement of public investment capital, especially key projects and projects with large capital allocations; strengthening measures to increase budget revenue (especially revenue from land); urgently completing procedures for projects that have been decided on the policy of changing the purpose of forest land use and projects serving the APEC 2027 Conference to soon start construction and implementation.

At the same time, promptly decide on staffing, stabilize the organizational structure, ensure policies and regimes for cadres, civil servants, public employees and workers; strengthen the removal of difficulties, decentralization, delegation of power and support for grassroots authorities to better serve the people.
