Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Dang Binh emphasized: The session takes place at a meaningful time to review and decide on many important and urgent issues. The focus is on adjusting the budget, public investment plan, mechanisms and policies on education and training, health care and social security after the merger; unifying regulations to ensure the law is put into practice. He requested the Provincial People's Council delegates to promote the spirit of democracy and responsibility, discuss thoroughly, and make feasible decisions, contributing to promoting socio -economic development, strengthening national defense and security and improving the quality of life of the people.

At the meeting, one of the key contents that delegates focused on discussing was resolutions on finance - budget and public investment. The Provincial People's Council considered and decided on adjusting and supplementing the state budget estimate of Thai Nguyen province in 2025; adjusting the medium-term public investment plan for the period 2021 - 2025 and 2025 of the province after the rearrangement; stipulating principles, criteria, and norms for allocating public investment capital from local budget sources for the period 2021 - 2025; adjusting and supplementing the list of land plots for bidding to select investors to implement investment projects using land in the province.

Also at the session, the Provincial People's Council considered and approved many resolutions on social security and State management, such as: regulating the level of expenditure to support medical examination, treatment, disease prevention, and nursing for cadres under the management of the Provincial Party Committee Standing Committee; regulating the level of expenditure for legal dissemination and education, legal access standards, grassroots mediation, and handling of administrative violations.
These policies not only directly care for the lives of cadres and people, but also contribute to improving the effectiveness and efficiency of State management, and unifying the implementation of resolutions previously issued by the People's Councils of Thai Nguyen and Bac Kan provinces.
The highlight of the meeting was the contents on education and training. The Provincial People's Committee submitted to the People's Council for consideration and approval 9 resolutions on education and training. Of which, 8 resolutions were issued to unify implementation throughout the province after the merger and 1 new resolution.

Also at the meeting, leaders of the provincial People's Council's committees presented their inspection reports; delegates of the provincial People's Council, leaders of the provincial People's Committee and members of the provincial People's Committee discussed and gave opinions focusing on groups of issues: ensuring fairness between localities after the merger; feasibility in implementing new policies; practical effectiveness of each support package. The opinions contributed to clarifying the legal basis, practicality and social impact effectiveness of each resolution.
With the spirit of urgency, democracy, seriousness and high responsibility, the 5th session of the 14th Provincial People's Council has completed all the contents and programs and achieved great success. The delegates promoted their intelligence, discussed enthusiastically and unanimously passed 16 important resolutions. These are practical decisions, both solving urgent problems at the moment and orienting sustainable development for the province in the coming time.
In his closing speech, Chairman of the Provincial People's Council Nguyen Dang Binh affirmed that the meeting was a great success with many important resolutions passed, creating a basis for promptly resolving urgent issues and orienting long-term development. The resolutions focused on the fields of investment, finance, education, health, and social security, contributing to unlocking resources, attracting investment, and caring for people's lives .
He requested the Provincial People's Committee to promptly guide the implementation of the resolution, strengthen propaganda to create social consensus; review and promptly adjust legal documents that are no longer appropriate; the Provincial People's Council and delegates to promote their supervisory role, ensuring that the resolutions are quickly put into practice.

16 Resolutions adopted at the Fifth Session
1. Resolution stipulating the content and level of support for medical examination, treatment, disease prevention, and nursing for veteran revolutionary cadres, pre-uprising cadres, Vietnamese Heroic Mothers, cadres subject to health protection and care, and a number of other subjects in Thai Nguyen province.
2. Resolution regulating the content and level of rewards for students and teachers whose students win prizes in provincial-level exams and competitions at public and non-public educational institutions managed by Thai Nguyen province.
3. Resolution stipulating funding to support the implementation of teaching and learning Vietnamese for ethnic minority children before entering first grade in Thai Nguyen province.
4. Resolution regulating the policy of supporting lunch money for children in public preschools under the management of Thai Nguyen province.
5. Resolution regulating the content and expenditure levels for preparation, organization and participation in exams, competitions and contests applicable to preschool and general education; Textbook selection council in general education institutions under the management of Thai Nguyen province.
6. Resolution regulating the level of food allowance for students of ethnic boarding schools under the management of Thai Nguyen province.
7. Regulations on revenues, service fees, support for educational activities other than tuition fees and financial support for public educational institutions under the management of Thai Nguyen province.
8. Resolution regulating the mechanism for collecting and using fees for primary school admission services to public educational and training institutions under the management of Thai Nguyen province for preschool and general education levels.
9. Resolution stipulating a number of policies to support English teaching and learning in Thai Nguyen province.
10. Resolution stipulating support policies for students and teachers of specialized high schools in the province; students participating in the provincial team, teachers and experts participating in training teams of excellent students in cultural subjects, science and technology at the national, regional or international levels.
11. Resolution stipulating principles, criteria, and norms for allocating public investment capital from local budget sources for the 2021-2025 period in Thai Nguyen province.
12. Resolution on the decision to apply legal documents stipulating the level of expenditure to ensure the dissemination and education of law, standards of legal access, mediation at the grassroots level and the content and level of expenditure for state management of law enforcement and handling of administrative violations in Thai Nguyen province.
13. Resolution on adjusting and supplementing the state budget estimate of Thai Nguyen province in 2025.
14. Resolution on adjusting the Medium-term Public Investment Plan for the period 2021 - 2025 and the Public Investment Plan for 2025 of Thai Nguyen province after the reorganization.
15. Resolution on adjusting and supplementing the list of land plots for bidding to select investors to implement investment projects using land in Thai Nguyen province.
16. Resolution on approving the adjustment and supplement to the list of projects requiring land acquisition in Thai Nguyen province.
