The significance of the visit to Vietnam of the Chairman of the National People's Congress of China

On the occasion of Chairman of the Standing Committee of the National People's Congress of China Zhao Leji's official visit to Vietnam from August 31 to September 2, Vietnamese Ambassador to China Pham Thanh Binh gave an interview to a VNA reporter in Beijing about the meaning and importance of this visit. The following is the content of the interview:

- What is the Ambassador's assessment of the significance and importance of the official visit to Vietnam by the member of the Politburo Standing Committee of the Communist Party of China and Chairman of the Standing Committee of the National People's Congress of China? What are the highlights of the program of this visit?

Vietnamese Ambassador to China Pham Thanh Binh: At the invitation of the Central Committee of the Communist Party of Vietnam and Chairman of the National Assembly Tran Thanh Man, member of the Standing Committee of the Politburo of the Communist Party of China, Chairman of the Standing Committee of the National People's Congress of China Zhao Leji will pay an official visit to Vietnam from August 31 to September 2, attend the ceremony to celebrate the 80th anniversary of the August Revolution and Vietnam's National Day September 2; and co-chair the first meeting of the Cooperation Committee between the National Assembly of Vietnam and the National People's Congress of China. The visit is of special significance and importance.

First of all, the fact that a member of the Standing Committee of the Political Bureau of the Communist Party of China and Chairman of the Standing Committee of the National People's Congress of China led a high-level delegation of the Party and State of China to attend the 80th anniversary of the August Revolution and the National Day of September 2 of Vietnam clearly demonstrates China's special regard for the comprehensive, stable and long-term strategic cooperative partnership between Vietnam and China; attaches importance to the increasingly high role, international position and prestige of Vietnam; shows respect for the stature and great historical value of Vietnam's August Revolution, which opened the era of national independence associated with socialism, and at the same time made great contributions to the movement for national liberation and peace of the world.

This is an opportunity for the two countries to review the 80-year history of "standing side by side", supporting and helping each other in the past struggle for national liberation and independence as well as in the current national construction and development.

Second, the official visit of Chairman of the Standing Committee of the National People's Congress of China Zhao Leji to Vietnam took place at a time of special significance for Vietnam-China relations.

The visit is part of a series of regular contacts and exchanges between key leaders of the two Parties and countries in recent times. Especially following two historic state visits by General Secretary To Lam to China in August 2024 and by General Secretary and President of China Xi Jinping to Vietnam in April 2025; almost at the same time as the working trip of President Luong Cuong (September 2-4, 2025) and Prime Minister Pham Minh Chinh (August 31-September 1, 2025 ) to China.

This is a time for both sides to look back at the achievements made on the occasion of the 75th anniversary of diplomatic relations, and at the same time set out strategic directions, laying the foundation for a new phase of cooperation that is better, more stable and sustainable.

Third, the visit took place in the context of Vietnam-China relations maintaining a positive and favorable development momentum since the agreement to jointly build a Community of Shared Future of strategic significance, with clear and comprehensive changes in the direction of “6 more,” which can be said to be at a new peak in the year commemorating the 75th anniversary of the establishment of diplomatic relations and also the Year of Vietnam-China Humanitarian Exchange.

With the political trust between the two Parties and countries increasingly strengthened, the cooperation mechanism between the two sides is increasingly comprehensive, rich and effective, in which the cooperation between the two legislative bodies of the two countries is increasingly close, becoming one of the bright spots, increasingly going into depth and substance.

The visit clearly demonstrates the mutual respect and strong political determination of the two countries in consolidating and deepening the Vietnam-China Comprehensive Strategic Cooperative Partnership.

The official visit of the highest leader of the National People's Congress of China to Vietnam and especially the first time, together with the Chairman of the National Assembly of Vietnam to co-chair the meeting of the Cooperation Committee between the National Assembly of Vietnam and the National People's Congress of China not only contributes to promoting cooperation in the legislative field, but also highlights the rich achievements in the foreign-diplomatic channels of the Party, State, Government, National Assembly, and People, thereby consolidating a solid political foundation for cooperation in all fields such as politics-diplomacy, defense-security, trade, investment, science-technology, people-to-people exchange, etc., bringing bilateral relations to develop in an increasingly solid, stable, substantive, and effective direction.

Regarding the program of activities, the visit has some outstanding highlights. Vietnamese senior leaders and leaders of the Vietnamese National Assembly will have meetings, talks, and in-depth exchanges, discussing major directions to further strengthen bilateral relations and strategic cooperation in the coming time, and exchanging views on regional and international issues of mutual concern.

Also through bilateral contacts and especially the First Session of the Cooperation Committee between the National Assembly of Vietnam and the National People's Congress of China, the two sides will discuss directions and measures to effectively implement the high-level common perceptions reached between the top leaders of the two Parties and the two countries; promote the achievements of cooperation in recent times; enhance experience exchanges between levels, specialized committees, friendship parliamentarian groups, and localities of the two countries in the fields of legislation, supervision, anti-corruption, building a socialist rule-of-law state, national governance and social management to further facilitate the connection of the two economies and development strategies between the two countries; build a comprehensive and extensive cooperation model between the two countries, including connecting strategic transport infrastructure, cooperation in innovation, science and technology, digital economy and green development.

- Could you please give your assessment of the role of parliamentary cooperation in the overall comprehensive strategic partnership between the two countries and the practice of parliamentary cooperation between the two countries in recent times?

Vietnamese Ambassador to China Pham Thanh Binh: The cooperative relationship between the Vietnamese National Assembly and the National People's Congress of China has achieved many positive developments in recent years. This is an important pillar in the overall Vietnam-China Comprehensive Strategic Cooperative Partnership.

Firstly, parliamentary cooperation completes the legal framework, monitors the implementation of bilateral agreements, and ensures that high-level commitments are implemented substantially and in the right direction.

Second, cooperation between the National Assemblies/Congresses of the two countries contributes to enhancing political trust and mutual understanding between the two Parties and the two countries. Parliamentary contacts create space for regular policy exchanges, thus contributing to strengthening strategic trust.

Third, the two countries' legislative bodies maintaining contact and coordination at multilateral forums and implementing diverse cooperation activities at different levels also plays a bridging role to expand bilateral relations to all levels, deepening and enriching exchanges between localities and people of the two countries.

In fact, the legislatures of the two countries have maintained regular exchanges of high-level delegations, most recently Vice Chairman of the National Assembly Tran Quang Phuong had a successful working visit to China (August 2025).

The two sides also closely coordinate at multilateral parliamentary forums, share views on global issues, have meetings on the sidelines of international and regional inter-parliamentary forums; and at the same time, implement cooperation at the level of committees, friendship parliamentary groups, localities and young National Assembly/Parliamentary deputies.

The two sides signed a new Cooperation Agreement between the National People's Congress and the NPC, establishing a cooperation mechanism headed by the Chairman of the National People's Congress/Chairman of the NPC, which is China's highest-level inter-parliamentary cooperation mechanism with other countries at present.

With increasingly substantive cooperation content, linked to specific issues in law-making, supervision and national policy-making, the two countries' National Assemblies have closely coordinated to review and supplement the legal framework, facilitating cooperation in economics, trade, investment, science-technology, education-training, tourism and people-to-people exchange.

This is a testament to the important role of the parliamentary channel in the overall traditional friendship and comprehensive strategic cooperative partnership between Vietnam and China./.
