On August 29, on behalf of the Politburo and the Secretariat, Standing Secretary of the Secretariat Tran Cam Tu signed and issued Conclusion No. 186 on the situation and performance of the political system and two-level local government apparatus (Conclusion 186).

Removing obstacles of two-level government

Accordingly, at the meeting on August 29, the Politburo and the Secretariat concluded and requested central agencies and units, party committees, provincial and municipal party committees directly under the Central Committee, party committees and party organizations in the political system to strictly implement the conclusions and new regulations of the Politburo on personnel work, the framework of the number of executive committees, standing committees, deputy secretaries of provincial and municipal party committees directly under the Central Committee; the framework of the number of deputy heads of agencies and organizations in the political system...

The Politburo and the Secretariat require the heads of central departments, ministries and branches to directly lead, direct, advise and propose solutions to difficulties, obstacles and legal bottlenecks that have been reviewed according to the conclusions of the Central Steering Committee on perfecting institutions and laws.

At the same time, urgently direct and guide the handling and removal of difficulties and obstacles directly related to the operations of local governments at two levels, to avoid work congestion and affect the settlement of administrative procedures for people and businesses.

The Politburo assigned the Government Party Committee to direct ministries, branches, and agencies under the Government to continue to closely coordinate with provinces and cities in operating two-level local governments to promptly remove difficulties, especially for socio -economic development projects and programs, and effectively implement local growth goals and targets in 2025.

At the same time, accelerate the integration and connection of vertical industry management software systems with local shared systems, ensuring synchronization, connectivity, avoiding overlap and interruption of information in actual operations; continue to review and reduce unnecessary file components on the principle of maximizing the exploitation of available data.

Continue to deploy working groups, send officials to localities to grasp the situation, urge guidance, and provide timely support in the process of operating two-level local government.

The Government Party Committee was also asked to advise on the implementation of a unified land price framework after the merger, as a basis for implementing compensation and site clearance work. At the same time, it was required to study and review the simplified process and procedures for approving adjustments to the planning of new provinces and cities to promptly meet the socio-economic development needs of localities.

The Government Party Committee was also requested to direct the Ministry of Agriculture and Environment to urgently issue specific guidance documents on the basis for land recovery, allocation and lease according to the Land Law; and guide the preparation of commune-level land use planning and plans.

At the same time, direct the Ministry of Home Affairs to promptly advise on the issuance of documents amending and supplementing regulations on organizational structure, payroll, recruitment, assessment, planning, training and fostering of cadres according to the new regulations of the Politburo so that localities have a basis for unified implementation.

At the same time, urgently advise the Government to issue regulations on administrative unit standards, administrative unit classification and urban classification in September; proactively develop salary and allowance projects, report to competent authorities for decision to apply generally and consistently throughout the political system.

Continue to adjust the payroll at the commune level

The Politburo and the Secretariat assign the Party Committee of the Fatherland Front and central mass organizations to arrange mass organizations assigned by the Party and the State at the central and provincial levels under the direction of the Politburo and the Secretariat; on that basis, establish corresponding and appropriate party organizations for each socio-political organization and mass organization.

Preside over and coordinate with provincial and municipal Party Committees to lead and direct the continued arrangement and use of deputy heads of provincial and commune-level socio-political organizations and leaders of provincial-level departments and units in the direction of maintaining the current number of deputy heads of provincial-level organizations, departments and units, arranging appropriate deputy leaders of commune-level organizations, ensuring sufficient conditions and standards; after 5 years of implementation, in accordance with the conclusions of the Politburo, the Secretariat and nationwide consensus.

Provide guidance on the unified implementation of opening accounts and granting budget relationship codes to socio-political organizations with their own seals and accounts according to regulations to facilitate the implementation of projects chaired by the organization and tasks of a specific nature.

The Politburo and the Secretariat requested provincial, municipal and central party committees to strictly implement the directives and conclusions of the Politburo, the Secretariat and the Government on resolving regimes and policies for subjects affected by the reorganization of the apparatus and administrative units of the political system; and to complete the implementation of regimes and policies by August 31.

The Politburo and the Secretariat requested the Standing Committees of provincial and municipal Party Committees to continue to consolidate and enhance the smooth, effective and efficient operation of communes; strongly shift to performing the tasks of socio-economic development, ensuring security and order, and caring for people's lives.

Provincial and municipal Party Secretaries must directly direct the removal of difficulties and obstacles; synchronously deploy measures to improve the operational capacity of commune-level authorities to meet assigned requirements and tasks.

At the same time, review and correctly assess the current status of the staff, leadership and direction capacity, conditions for effective implementation of tasks, authority and authority from the district level to the commune level government, especially the ability to continue implementing previous investment projects, deploy new investment projects and develop action plans and programs to promote socio-economic development and production and business in the area.

Continue to complete the adjustment of staffing at the commune level; arrange sufficient staffing, human resources, and professional and technical staff in various fields at the commune level.

Continue to review and implement plans to convert the functions and purposes of unused headquarters after the merger; continue to synthesize the demand for public housing to develop appropriate arrangement and planning plans. Prioritize investment in additional IT equipment for communes to meet the requirements of working on digital platforms.

The Politburo and the Secretariat also assigned the Central Organizing Committee to preside over and coordinate with the National Assembly Party Committee, the Fatherland Front Party Committee, central mass organizations, the Ministry of Home Affairs Party Committee and relevant agencies to study, review and perfect job positions and overall staffing of the political system, and report to the Politburo and the Secretariat in the fourth quarter of 2025.
