Operate the two-level government apparatus smoothly

Speaking at the opening of the session, Chairman of the Provincial People's Council Nguyen Van Son emphasized: After nearly 2 months of merging the 2 provinces and merging communes and wards, the 2-level local government apparatus in Tuyen Quang has basically operated stably and effectively; initially meeting the assigned tasks, promptly serving the needs of the people, contributing to bringing the government closer to the people.

In order to promptly resolve urgent requirements for perfecting institutions and policies, creating a foundation and basis to accelerate the progress of implementing the province's political tasks to meet current practical requirements, this Special Session will focus on discussing, reviewing and approving a number of very important resolutions. Thereby, to enable the two-level government apparatus to continue to operate smoothly, improve effectiveness and efficiency, and gradually create a foundation for the province's stable and sustainable development in the coming time.

At the meeting, the Provincial People's Council focused on reviewing and approving resolutions on: The application of legal resolutions of the People's Councils of Tuyen Quang and Ha Giang provinces before the arrangement in Tuyen Quang province and the resolution to abolish legal resolutions of the People's Councils of Tuyen Quang and Ha Giang provinces before the arrangement.

Accordingly, currently, the total number of legal resolutions of the People's Councils of Tuyen Quang and Ha Giang provinces before the province merger that are still in effect is 262 resolutions. Of which, there are resolutions of the People's Councils of Tuyen Quang and Ha Giang provinces regulating the same issue; there are resolutions of the People's Council of Tuyen Quang province regulating issues that the People's Council of Ha Giang province did not issue and vice versa. This resolution allows the continued application of 178 legal resolutions and abolishes 43 resolutions of the People's Councils of Tuyen Quang and Ha Giang provinces before the province merger in Tuyen Quang province.

Unify policies to support travel and accommodation for staff after merger

The Provincial People's Council has reviewed and approved a Resolution regulating travel and accommodation support policies for cadres, civil servants, public employees and workers of agencies and organizations in administrative units who are arranged to work at administrative centers of provincial and commune-level administrative units in Tuyen Quang province.

Delegates agreed that this is a policy that demonstrates the care and concern of the provincial Party Committee and government for the staff, contributing to reducing difficulties, stabilizing life, ensuring work efficiency after administrative unit rearrangement, in accordance with practical requirements and within legal authority. Compared to some other provinces, the level of support in Tuyen Quang is equivalent, but the scope of subjects is wider when supporting both cadres, civil servants, public employees, and workers at the commune level; while most provinces only apply to subjects belonging to provincial agencies.

Accordingly, accommodation support of 2 million VND/person/month and travel support of 1 million VND/person/month will be provided for cadres, civil servants, public employees and workers of agencies and organizations in Ha Giang province (before reassignment) to work at the administrative center of Tuyen Quang province (after reassignment). For commune-level civil servants and public employees whose legally owned houses are located less than 15km from their workplace, the accommodation support is 1 million VND; travel support depends on the distance with levels ranging from 200,000 VND to 700,000 VND/person/month.

The meeting also considered and approved resolutions on: Regulations on the authority to decide on approving tasks and budget estimates for purchasing, repairing, renovating, and upgrading assets and equipment; repairing, renovating, upgrading, expanding, and constructing new construction items in invested and constructed projects; renting goods and services from agencies, organizations, and units using regular state budget expenditures under the management of Tuyen Quang province; Resolution detailing Clause 3, Article 9, Decree No. 9/2025/ND-CP dated January 10, 2025 of the Government stipulating policies to support agricultural production to restore production in areas damaged by natural disasters and plant pests in the province; Resolution stipulating a number of spending regimes to ensure the operations of People's Councils at all levels in the province.

In his closing speech, Chairman of the Provincial People's Council Nguyen Van Son affirmed: With a high sense of responsibility, the Provincial People's Council delegates reviewed, discussed and decided to pass 6 resolutions with a high approval rate. The resolutions of the Provincial People's Council passed at this session are of great significance, having a direct impact, gradually concretizing the legal basis in all fields to operate smoothly and effectively the local government at 2 levels in the province.

The Standing Committee of the Provincial People's Council requested the Delegation Groups and Provincial People's Council delegates to proactively report to local voters on the results of the Session; regularly maintain close contact with voters and the People, listen to and honestly reflect voters' opinions; actively supervise the implementation of the Provincial People's Council's resolutions, resolve voters' recommendations, complaints and denunciations of citizens; encourage the People to well implement the Party's guidelines and policies, and the State's policies and laws.

In the coming time, the Standing Committee of the Provincial People's Council will continue to closely coordinate and accompany the Provincial People's Committee in implementing and concretizing the Party's guidelines, policies and laws of the State to institutionalize them into resolutions, mechanisms and policies under its authority.
