The IDAP sub-project, funded by the Australian Government with a non-refundable grant of more than VND 9.4 billion, was approved by the Provincial People's Committee on August 6, 2024, and will be implemented until the end of March 2027. The project aims to support women, especially ethnic minority women, to increase their income, social status and participate in the decision-making process. Support contents focus on training, consulting, digital transformation, technical improvement and market connection, through surveys, planning, event organization, data analysis and promoting the local digital ecosystem in a sustainable manner.

To date, the Sub-project has had a master plan, a 2024-2025 plan and signed a memorandum of understanding; out of a total of 36 activities, 26 activities have been implemented and completed, reaching 72.2%. There are 112 businesses, 501 people supported in digital transformation; 433 households have increased income; a total of 909 beneficiaries, of which, more than 400 are part-time workers.

The monitoring delegation worked with representatives of Tay Bac Eco Cooperative, Gia Phu commune.

Mr. Quang Van Dung, Deputy Director of the Department of Finance, Director of the GREAT Project Management Board, said: In the past 6 months, the sub-project has organized a Digital Transformation Festival at Tay Bac University; selected and interviewed businesses participating in the second phase; provided basic and advanced digital transformation training for small and medium-sized enterprises. At the same time, organized field trips for 20 enterprises, cooperatives, and business households in the province...

Last June, the GREAT Project Management Board coordinated with the Department of Finance and the consulting unit to conduct field supervision in Phu Yen. The delegation worked with two typical models led by women: Tay Bac Eco Cooperative; Ban Khao Traditional Cotton Weaving Cooperative, recognizing the initiative in approaching technology and applying digital transformation of the two models.

The delegation assessed the initial effectiveness, identified difficulties, and received opinions from the grassroots to make appropriate adjustments. The results showed that the sub-project is on the right track, promptly receiving recommendations and improving implementation efficiency.

The monitoring delegation worked with representatives of the Ban Khao Traditional Cotton Weaving Cooperative, Tuong Ha commune.

After participating in training courses from the sub-project, Ms. Lai Thanh Phuong, Director of Tay Bac Eco Cooperative, learned how to build a fanpage, apply artificial intelligence (AI) to create content, promote products, and learn English to connect with international customers. She was also trained 1:1 by KisStartup experts and supported by lecturers and students of Tay Bac University. Ms. Phuong shared: After three months, the cooperative increased its revenue by 20%, reaching 200 million VND in the first 6 months of 2025. Main products include: Muong Tac leaf yeast wine, apple wine, yellow apricot, honey strawberry..., targeting consumers who care about their health.

Ms. Ha Thi Thao, Thai ethnic group, Traditional Cotton Weaving Cooperative in Khao village, Tuong Ha commune, is preserving traditional weaving and creating jobs for local women. Since its establishment, the Cooperative has attracted more than 30 skilled women and mothers, contributing to the restoration of the beauty of ethnic culture.

Participating in digital transformation training from the sub-project, Ms. Thao learned how to build a fanpage, price products, apply AI to write promotional articles and connect with customers via digital platforms. Thanks to that, handmade products such as cushions, pillows, handbags, tailored shirts... sold better, expanding the consumer market. Ms. Thao shared: I learned how to manage, assign work reasonably, and balance between family and production. In particular, my husband and children always accompany and support me in developing the cooperative.

Delegation from the Australian Embassy in Vietnam and the GREAT Project Management Board surveyed the progress of the sub-project implementation.

Although still in its early stages, the sub-project "Technical support to enhance the inclusive digital transformation ecosystem for small and medium enterprises in Son La province" has initially formed a digital transformation ecosystem, promoting businesses to invest in technology, train human resources, improve sales capacity and develop digital products.

Ms. Lai Thanh Phuong, Director of Tay Bac Eco Cooperative, proposed to establish a connecting group between cooperatives and local service providers, sharing needs for packaging, communication, distribution, etc. Thereby, improving service quality and cooperation efficiency. In addition, Ms. Ha Thi Thao, representative of the Khao Cotton Weaving Cooperative, wished to have more direct training courses in the locality, suitable for reality so that more people can participate.

In addition, the active participation of lecturers and students of Tay Bac University in training and consulting contributes to forming a connection between the school - business - community, creating a foundation for a sustainable and creative business community.

From the initial results, the sub-project is expected to spread the spirit of digital transformation to many localities, helping people, especially ethnic minority women, access knowledge, improve capacity and integrate into the sustainable digital economy .
