Contribute to improving the effectiveness and efficiency of two-level government
With the determination to comprehensively innovate management methods, from July 1, the essential IT system of Ninh Binh province including: Specialized data transmission network, data integration and sharing platform, online video conferencing system, document management software, official email, digital signature, public service portal... has been put into stable and synchronous operation from provincial to commune level.
Notably, 100% of communes and wards have been connected to high-speed Internet and dedicated data transmission networks; 129/129 communes and wards have been equipped with online video conferencing systems, effectively serving meetings from the central to local levels. In the initial phase of consolidation, the document management and administration system has circulated over 200,000 documents, affirming the efficiency and large-scale operation of the new model.

In addition, the work of issuing electronic identification codes, public digital signatures, and deploying shared software also reached a rate of 100%, creating conditions for cadres, civil servants, and public employees to use the systems synchronously, without interruption in work processing.
The implementation in communes and wards in the province shows that grassroots officials have been fully instructed and trained, quickly accessing and operating the system effectively. Many procedures are resolved faster, the rate of online records and non-cash payment records has increased; people appreciate the convenience and time savings.
However, in the initial stages of operation, there are still difficulties. Some commune-level officials are not yet proficient in information technology; facilities in some communes are not yet synchronized, meeting room locations and working areas for civil servants are not fixed, affecting the arrangement and use of equipment... Besides, the document management software and the administrative procedure information system sometimes have technical errors, unstable operation, affecting the progress of work processing. In particular, the data connection between the document management system and the administrative procedure system is not yet complete, forcing officials to process the same work on two different platforms, causing overlap and inconvenience. In addition, the connection of national database systems such as population, judicial records, land... is still unstable, affecting the process of processing electronic records. Some electronic information pages of communes and wards have not fully updated content and are not connected to the network security monitoring system, reducing the reliability and accessibility of information for people.
Comrade Nguyen Duc Hien, Deputy Director of Lien Minh Commune Public Administration Service Center, said: "At first, when we received the assignment, we were very worried because the area was large, the population was large, the human resources were limited while the work was large, the application techniques were still new... However, with the timely support of the functional sector and the efforts of the cadres and civil servants to approach the work, initially all 8 IT systems operated smoothly, meeting the requirements of direction, operation and serving the people. In the long term, we still need to invest in more equipment and provide specialized training so that cadres can be more proactive and not have to depend on support forces."
More synchronous solutions are needed.
To overcome the limitations in operating essential IT systems, the Department of Science and Technology has proposed many synchronous solutions, focusing on upgrading IT infrastructure at the commune level, supplementing working equipment and LAN/WAN networks for units that are lacking. Strengthening coordination with telecommunications and IT enterprises to fix software errors, improve the system, ensure stability and security. Continuing to review, issue additional digital signatures, standardize internal processes, integrate software in the direction of one-stop - one platform, minimize operations, increase work efficiency. Along with that, organize training courses in the form of "hand-holding" for officials and civil servants at the commune level to improve digital skills, helping them operate IT systems smoothly.

The operation of the IT system is essential as a strategic step, contributing to realizing the goal of building a digital government of Ninh Binh province.
