
Improve the quality of the center's operations.
As the head of the unit, he proactively organized and managed the unit to fully perform its functions and duties as stipulated by the Legal Aid Law and related documents, ensuring the timely and proper provision of free legal services to eligible citizens.
Mr. Le Minh Hien stated: “Legal aid is not only a professional task but also a political responsibility, contributing to ensuring social justice and helping people, especially vulnerable groups, access justice equally. Based on this understanding, I focus on building a united team, clearly assigning tasks, maximizing the capabilities of each official and employee, thereby improving overall efficiency in all activities of the Center.”
Under his management and leadership, the Center consistently adheres to the directives of the Department of Justice and the Bureau of Legal Dissemination, Education and Legal Aid, proactively advising on and developing annual work plans in line with the practical situation. Tasks are implemented synchronously, with a focus on key areas, ensuring the progress and quality as planned. In particular, the Center strengthens coordination with prosecuting agencies in the province, thereby improving the effectiveness of legal aid in cases.
The number of legal aid cases involving participation in litigation has steadily increased over the years. On average, the Center sends personnel to provide legal aid in 300-400 cases annually, an increase of approximately 15% per year. 100% of eligible citizens who request legal aid receive timely support. Simultaneously, communication activities regarding legal aid and legal counseling have been intensified, with hundreds of citizens receiving answers and guidance each year.
“We determined that we must be close to the grassroots, understand the actual needs of the people to organize effective legal aid, avoid formality, and ensure that the legitimate rights of the people are fully implemented. This close attention has helped the Center not only fulfill its nhiệm vụ but also build trust with the people,” Mr. Le Minh Hien shared.
Protecting the rights of those receiving legal aid.
During his career, Mr. Le Minh Hien also directly participated in defending and protecting those eligible for legal aid, especially in the field of criminal proceedings. Over the past 6 years, he has participated in defending/protecting the legal rights and interests of those eligible for legal aid in more than 200 cases, of which over 50% were assessed as highly effective.
Sharing about this work, Mr. Le Minh Hien added: "When performing the task of protecting and defending those eligible for legal aid in cases, I carefully study the case files, analyze the evidence, develop a rigorous defense strategy that is appropriate to the content of the case, and at the same time flexibly handle situations that arise in court to maximize the protection of the legitimate rights of those eligible for legal aid."
He was always present in investigative activities, taking statements, conducting confrontations, proactively proposing the collection and evaluation of evidence, debating, and appealing procedural decisions when necessary. Thanks to his solid legal knowledge, communication and debating skills, and professional ethics, he not only effectively protected the rights of those receiving legal aid but also contributed to ensuring objectivity and democracy in trials, protecting socialist legality and legal order.
In addition, Mr. Le Minh Hien also provides legal advice to those eligible for legal aid. From 2019 to the present, he has advised on more than 200 cases, assisting in drafting documents related to disputes, complaints, and legal issues; guiding parties in mediation, negotiation, and reaching a consensus on resolving the case.
To improve operational efficiency, Mr. Le Minh Hien proactively proposed many solutions to effectively implement assigned tasks and duties. In particular, the initiative to electronically archive legal aid case files on the legal aid organization and operation management system software of the Legal Aid Department (now the Department of Legal Dissemination, Education and Legal Aid) has yielded significant results.
Digitizing records facilitates quick and accurate information management and retrieval, saving time and improving service quality. In 2024, the Center managed and stored 383 professional records, an increase of approximately 20% compared to the previous year. This initiative was recognized by the Director of the Department of Justice, contributing to promoting digital transformation in the field of legal aid.
From 2019 to 2024, Mr. Le Minh Hien was evaluated by the Director of the Department of Justice as having excellently completed his duties. He received numerous commendations and awards, including: Outstanding Emulation Soldier at the grassroots level (2019, 2024), Outstanding Emulation Soldier at the provincial level (2023), along with other important awards, including the Second Class Labor Medal (2026), the Third Class Labor Medal (2019), and many certificates of merit from the Provincial People's Committee for outstanding achievements in his work, initiatives, and voluntary blood donation activities.
Over the past five years, the Provincial State Legal Aid Center has been rated as having excellently fulfilled its nhiệm vụ (tasks/duties) by the Board of Directors of the Department of Justice and has received numerous commendations from competent authorities. In particular, in 2021, 2022, and 2024, the Center received four commendations from the Chairman of the Provincial People's Committee, and in 2020 and 2023 was awarded the Flag of Emulation for being the leading unit in the emulation movement.
With a sense of responsibility, dedication, and leadership ability, Mr. Le Minh Hien has been contributing to improving the quality of legal aid services in the locality. Through this, he not only protects the legitimate rights and interests of the people but also actively contributes to building a fair, democratic, and people-serving judicial system.
