Realizing the aspirations for development in the border region of Lang Son.

On the morning of September 25th, at the Lang Son Provincial Conference Center, the 18th Provincial Party Congress, for the 2025-2030 term, officially opened, with nearly 400 delegates representing over 71,000 Party members from 69 Party committees under the Provincial Party Committee in attendance.

General Secretary To Lam, President Luong Cuong, Prime Minister Pham Minh Chinh, and National Assembly Chairman Tran Thanh Man sent congratulatory flower arrangements to the Congress.

Hanoi Party Secretary Bui Thi Minh Hoai, on behalf of the Politburo and the Secretariat, attended and directed the Congress.

The theme of the Congress is: “Building a clean and strong Party and political system; promoting the strength of unity; mobilizing all resources to realize the aspiration for development; building Lang Son into a growth pole of the Northern Midlands and Mountains region.”

Opening the Congress, Lang Son Provincial Party Secretary Hoang Van Nghiem affirmed that during the past term, the entire Party Committee, government, and people of all ethnic groups in the province have united, promoted the spirit of innovation and creativity, overcome difficulties and challenges, and achieved many important and comprehensive achievements in all fields.

This congress is of great significance, summarizing and evaluating the results of implementing the Resolution of the 17th Provincial Party Congress, term 2020-2025, clearly identifying strengths, weaknesses, causes and drawing lessons learned; and setting forth directions, goals, tasks and solutions for the term 2025-2030.

In particular, the Congress will select comrades who are truly outstanding in character, intellect, and who dare to think, dare to act, and dare to take responsibility to be elected to the Provincial Party Committee's Executive Board for the 18th term, 2025-2030, meeting the requirements and tasks of the new period. Therefore, the Secretary of the Lang Son Provincial Party Committee requested that delegates uphold a high sense of responsibility to the Party and the people, contributing to the success of the Congress...

Agreeing with the contents of the Party Congress's political report, Hanoi Party Secretary Bui Thi Minh Hoai requested that the Party Committee, government, military, and people of Lang Son province continue to effectively and promptly implement the Party's guidelines and the State's policies and laws; the directives of the Politburo and the Secretariat, headed by General Secretary To Lam; promptly and effectively implement the Politburo's resolutions on protecting, caring for, and improving people's health; developing education and training, developing science and technology, innovation and digital transformation; developing the private economy; building and perfecting institutions and policies; effectively implementing the two-tiered local government system, ensuring closeness to the people, serving the people and businesses in the best possible way.

The province needs to continue strengthening the building and rectification of the Party and the political system to ensure its purity and strength; enhance the leadership capacity and fighting power of grassroots Party organizations; focus on leading and developing socio-economic aspects, paying attention to promoting new drivers of the digital economy, green economy, and circular economy, creating more room and momentum for sustainable long-term development, contributing to building the province into one of the growth poles of the Northern Midlands and Mountains region by 2030, and a moderately developed province by 2035.

Hanoi Party Secretary Bui Thi Minh Hoai noted that, given its responsibility as the nation's "frontier" in terms of defense and security, Lang Son must prioritize building and consolidating a strong national defense system linked to the people's security posture; closely combining socio-economic development with strengthening national defense and security, and building a solid defense zone.

The province is expanding its foreign relations effectively and substantively, contributing to consolidating and fostering the traditional friendship between the Vietnamese and Chinese peoples, and building a peaceful, stable, cooperative, and developing Vietnam-China border.

Presenting the political report to the Congress, Deputy Secretary of the Provincial Party Committee and Chairman of the People's Committee of Lang Son province, Ho Tien Thieu, stated that during the 2020-2025 term, the province achieved many outstanding results in Party building and the political system; socio-economic development; national defense and security; the lives of ethnic minorities were continuously improved; foreign relations became increasingly effective and expanded, and the capacity for international integration was enhanced.

The growth rate of the Gross Regional Domestic Product (GRDP) for the period 2021-2025 is estimated at 7.1%, higher than the average growth rate of the period 2016-2020 (5.2%) and higher than the national average; achieving the target set by the Congress of 7-7.5%.

Total state budget revenue in the area over the past 5 years is estimated at 49,780 billion VND, an increase of 51.9% compared to the previous period; of which domestic revenue is over 16,320 billion VND, with an average annual increase of over 8%.

GRDP per capita increased from VND 44.2 million (2020) to VND 71.1 million (2025), equivalent to an increase from USD 1,917 to USD 2,900.

At the same time, the average annual poverty rate decreased by 2.95%, estimated to reach 1.36% by the end of 2025; the number of people participating in health insurance increased by 2.1% compared to the beginning of the term; and the percentage of workers participating in social insurance compared to the working-age labor force reached approximately 45%.

National target programs on socio-economic development in ethnic minority and mountainous areas and sustainable poverty reduction have been effectively implemented, contributing to improving the lives of ethnic minorities in Lang Son province...

The report reviewing the leadership and direction of the Provincial Party Committee's Executive Board, 17th term, 2020-2025, clearly states that the Provincial Party Committee's Executive Board, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee's Standing Committee have closely adhered to the Party's principles and regulations, the leadership and direction of the Central Committee, and have decisively and comprehensively led and directed the implementation of work in all aspects, achieving many accomplishments in various fields; basically completing the goals and tasks of economic and social development, ensuring national defense and security, Party building, and building the political system.

The report points out several shortcomings, such as slow progress in Party building and rectification; unsustainable economic growth; and inconsistent infrastructure, especially transportation, urban, and tourism infrastructure.

According to the summary report of comments on the draft documents submitted to the 14th National Congress of the Party, Lang Son province received comments from over 22,680 delegates.

The assessments and draft documents submitted to the 14th Party Congress closely adhered to reality, demonstrating unwavering adherence to the Party's ideological foundation, Marxism-Leninism, and Ho Chi Minh Thought, while also creatively applying them in the new context.

The draft documents have profoundly summarized the great achievements and lessons learned after 40 years of reform; frankly pointed out limitations, shortcomings, and their causes; and at the same time set forth viewpoints, goals, orientations, and solutions for comprehensive national development in the new era.

The draft documents submitted to the 14th National Congress emphasized strategic issues such as: continuing to streamline the organizational structure for effective and efficient operation; breakthroughs in the development of science, technology, innovation, and digital transformation; and affirming the role of the private sector as the most important driving force of the national economy...

The draft political report for the 18th Congress of the Lang Son Provincial Party Committee, term 2025-2030, has received 32 comments from central ministries and agencies; 155 comments from intellectuals, scientists, businesspeople, and enterprises; 15,122 comments from delegates of Party committees under the Provincial Party Committee; and hundreds of comments from the people.

The consensus was that the draft political report closely followed the local reality; clearly defined the strategic vision and development orientation, with clear focus and priorities; and proposed breakthroughs in development and specific targets, in line with the province's development requirements in the new era...

The 18th Congress of the Lang Son Provincial Party Committee will take place until September 26th.

Over two days, the Congress reviewed the Political Report and the Review Report of the Provincial Party Committee's Executive Committee of the 17th term; and discussed issues related to the reports presented at the Congress.

Simultaneously, the Congress proceeded to elect the Provincial Party Committee Executive Board for the 18th term, 2025-2030; announced the election results; organized the first meeting of the new Provincial Party Committee Executive Board and announced the results of this meeting.

The Executive Committee of the Provincial Party Committee, 18th term, was introduced at the Congress. The Congress also elected the delegation of the Provincial Party Committee to attend the 14th National Congress of the Party; and adopted the Congress resolution.
