"Realizing the aspiration of building a rich and civilized Tien Yen"

70 years ago, at 12:00 on August 8, 1954, the last French troops quietly withdrew from Tien Yen under the witness of thousands of people and the International Supervision Team at Tien Yen. From here, the years of colonial rule in the Northeastern crossroads ended.

The 70th anniversary of Tien Yen Liberation Day is a political event of great significance to the Party Committee, government and people of Tien Yen, marking the district's efforts to build and grow under the leadership of the Party. On this occasion, reporters from the Provincial Media Center interviewed Comrade Nguyen Chi Thanh, Secretary of Tien Yen District Party Committee, about the journey of building and the development steps of the locality.

- Could you please tell us about the outstanding achievements in socio-economic development of the district over the past 70 years?

+ On the first day of liberation, Tien Yen land suffered extremely severe consequences left by French colonialism. Infrastructure was destroyed, production declined, land was abandoned, famine was rampant, and people's lives were very miserable. The newly established people's government had limited experience in organization and management.

However, after 70 years of construction and development, the Party Committee and people of all ethnic groups in Tien Yen district have always strived to integrate into the general development flow of the country. From a poor and backward mountainous district, Tien Yen has promoted the strength of solidarity, made outstanding efforts, promoted the spirit of innovation and creativity, selected breakthroughs in the right focus and key points, promoted the highest advantages, and effectively used resources for development.

Rural infrastructure is invested synchronously, electricity - roads - schools - stations are invested in spacious; folk culture with its own characteristics is maintained, restored and expressed through annual festivals such as: The Dao people's Cap Sac ceremony, the San Chi people's crop praying ceremony, the Tay people's going to the fields festival, the San Diu people's Dai Phan ceremony...

The average economic growth rate in the 2020-2023 period will reach 16.7% per year. In 2023, the total production value will reach over VND 5,073 billion (over 32 times higher than in 1987, when the renovation was implemented). The average income per capita of the whole district in 2023 will reach VND 76.92 million/person/year. The rate of households using clean water in the whole district will reach 82.3%. By the end of 2023, the district will have no more poor households, according to the central criteria. The rate of people surveyed who are satisfied with their lives and the political system will reach 99.86%.

With those outstanding results and achievements, in 2019, Tien Yen was honored to be the first mountainous ethnic district in the North to be recognized as meeting new rural standards; in 2020, Tien Yen town was expanded to reach type IV urban area; in 2023, Tien Yen district was one of the first two districts nationwide to be honored to be recognized as a district meeting advanced new rural standards with beautiful natural features and unique culture .

- So what are the valuable lessons that the district has learned, comrade?

+ From vivid experiences in the journey of construction and development, the Party Executive Committee of Tien Yen district draws the following lessons:

One is: Thoroughly grasp the Party's guidelines and the State's policies and laws, proactively and creatively realize the leadership and direction of the province, closely coordinate with departments, agencies and branches, from the reality of Tien Yen, proactively innovate and plan development programs, accurately select key breakthroughs, lead and direct resolutely, specifically, closely, towards the grassroots, arouse the desire for innovation and creativity in all fields.

Two is: Maintain solidarity and unity within the entire Party as the backbone to build a clean and strong political system; develop and promote social consensus and maximize the strength of the people.

Three is: Raise the responsibility of leaders of Party committees at all levels, agencies and units in strongly innovating thinking, seizing opportunities, daring to think, daring to do, daring to take responsibility, thereby promptly identifying opportunities and challenges, to be proactive, focus leadership strength, direct and mobilize all resources for development.

Fourth: Continue to innovate the work of cadres. Pay special attention to training, fostering, planning, and arranging cadres reasonably to create synchronization, unity, and a spirit of decisive action among the cadres and party members, worthy of being the decisive factor in successfully implementing decisions and contributing significantly to creating new positions and strengths for development.

Five: Continue to innovate the inspection, examination and supervision work of the entire political system to prevent violations; strengthen discipline and administrative order associated with promoting democracy, taking the satisfaction of people and businesses as a measure of administrative reform.

- In the coming time, what orientations and solutions does the District Party Committee have for Tien Yen to continue developing and become a bright spot in socio-economic development in the Eastern region of the province, sir?

+ Faced with new development opportunities, to realize the aspiration of building a rich and civilized Tien Yen with the characteristics of "Beautiful nature - Unique culture - Civilized society - Transparent administration - Developed economy - Happy people", basically achieving the criteria of a type III urban area by 2025, in the coming time, the Party Committee, government and people of all ethnic groups in Tien Yen district will continue to promote the work of building and rectifying the Party and the political system; innovate methods, improve the leadership capacity of the Party, the effectiveness and efficiency of the government, improve the quality and efficiency of the activities of the Fatherland Front and socio-political organizations at all levels. In the immediate future, focus on preparing well and successfully organizing the 26th District Party Congress, term 2025-2030, which is truly a convergence of the spirit of solidarity, innovation and creativity to continue to ignite the aspiration of building a rich, beautiful, unique and civilized Tien Yen.

The district continues to innovate its growth model, effectively promote all potentials and advantages, seize opportunities, make good use of resources to support economic development, focusing on the basis of strategic plans approved by the province, focusing on directing the completion of 3 1/2,000 zoning plans in Dong Ngu, Dong Hai, Tien Lang communes; 7 detailed plans, 5 general construction plans at the commune level. On that basis, it is ready to welcome investors with the most favorable conditions to Tien Yen in 2024 and the following years.

Tien Yen strives to be a typical locality in the East in implementing Resolution No. 17-NQ/TU dated October 30, 2023 of the Provincial Party Committee on building and promoting cultural values and human strength of Quang Ninh to become an endogenous resource, a driving force for rapid and sustainable development, paying attention to the development of education and training, culture and society; ensuring social security, proactively preventing epidemics and taking care of people's health. Along with that, strengthening the management of planning, land, resources, environmental protection; developing science and technology; ensuring national defense - security, social order and safety and doing a good job in natural disaster prevention, search and rescue.

I have lived in Tien Yen for nearly 70 years, witnessing each stage of local development. Over the years, I have seen Tien Yen change every day, the district is increasingly rich and beautiful, the people's lives are clearly improved. Especially, the current staff, civil servants and public employees are mostly highly qualified and have good moral qualities. They are young, dynamic, creative, advising the district on policies and strategies to develop the local economy and society. I always hope that future generations will continue to preserve and promote the fine traditions of our heroic homeland, building Tien Yen district to become increasingly rich, beautiful and civilized.

From my hometown Hai Duong, I have come to and been attached to Tien Yen for 46 years. Remembering the first days coming to this land, the people's lives were difficult, the infrastructure was not invested synchronously. Up to now, Tien Yen has become one of 2 districts nationwide that have achieved advanced NTM standards. The system of traffic works, schools, and medical centers has been invested in spacious and modern. The material and spiritual life of the people is increasingly improved with the system of cultural institutions in the cultural houses of villages and areas.

Our people always believe in the policies of the Party, the State of the province and the district. During these days, the people of the neighborhood have enthusiastically responded to the emulation movements to celebrate the 70th anniversary of Tien Yen Liberation Day launched by the district and town; actively participating in building a civilized urban area...

In recent years, Tien Yen has changed and appeared as a vivid and colorful picture, from Tien Yen town to the village. Traffic is convenient, village roads and alleys are paved with concrete, sidewalks are paved with flower tiles, trees are planted, clean and beautiful, education is focused, people are increasingly better cared for in terms of health; cultural and spiritual life is also concerned, especially the district's attention to ethnic minorities.

This August, Tien Yen held a festival to celebrate the 70th anniversary of liberation, and people were very excited and eagerly awaited. This was also an opportunity for people to review glorious traditions, summarize historical stages, and motivate each person to constantly contribute, compete, and actively join hands to build a rich and beautiful homeland of Tien Yen.

These days, all the streets are filled with colorful flags and flowers. Women in Dai Duc commune in particular and all levels of the Women's Union in the district in general are more excited and active in implementing emulation movements towards Tien Yen Liberation Day. The Women's Union of the commune has promoted propaganda work to cadres and people through many diverse and rich forms.

For ethnic minority cadres like me, I also feel the love and affection of the leaders and people in the district and commune. With the promotion of the fine traditions of the heroic land, I believe that Tien Yen district will always reach further and be more successful.

I was born into a family with a revolutionary tradition. My grandfather was a martyr and my grandmother was awarded the title of Heroic Vietnamese Mother. Therefore, I am always grateful and appreciate the silent sacrifices of my fathers and brothers.

Continuing the tradition of my family and predecessors, as the leader of the group, representing the youth of Phong Du commune, I will constantly strive to promote the values that previous generations have worked hard to build for Tien Yen. I vow to promote youth and intelligence, continue to carry out campaigns, movements, and action programs of the youth, continuing the good tradition to build an increasingly prosperous homeland.
