Attending the Congress were representatives of the Central Propaganda and Mass Mobilization Commission, along with the Ministries of Home Affairs; Culture, Sports and Tourism; Foreign Affairs ...; universities, research institutes; artists, businesses, and organizations operating in the fields of culture, creativity, media and technology.
The representative of the Ministry of Home Affairs announced Decision No. 541/QD-BNV dated May 30, 2025 on the establishment of the Vietnam Cultural Industry Development Association. This is a socio-professional organization operating nationwide, gathering organizations and individuals in the fields of culture, creativity, technology, education, business, investment, etc. to connect resources, promote policies, develop markets and cultural industry ecosystems.
The establishment of the Association aims to contribute to promoting industry development, building a creative economy and preserving national cultural identity in the context of increasingly deep international integration.
In his opening speech, People's Artist Vuong Duy Bien, Head of the Association's Organizing Committee, affirmed: The establishment of the Association is in line with the country's development trend in the context of the cultural industry gradually asserting its role.

The “Quartet of Resolutions” will be an important policy foundation to facilitate the Association’s development in the coming time. The Association was established with the expectation of turning culture into a special commodity, bringing profits to the country and spreading the image of Vietnamese culture, country and people to the world.
The Vietnam Association for the Development of Cultural Industries is identified as a core organization, playing the role of a strategic bridge between artists, businesses, experts, state management agencies and investors in the entire cultural industry ecosystem.
The Association's operational goal is to promote the role of culture as a national soft power, transforming it into an important endogenous resource to promote the sustainable development of the knowledge economy.
The Association has a vision to become a national focal organization, promoting the development of cultural industries in a professional, creative, integrated and sustainable manner. Five core values are established including Creativity - Identity - Connection - Market Creation - Sustainable Development.

The Association brings together a large number of artists, experts, and businesses operating in many creative fields. With the spirit of unity, the Association is committed to accompanying the development of the cultural industry, promoting creativity, protecting intellectual property rights, and strengthening connections between businesses, localities, and the creative community through clear strategic directions.
In the coming time, the Association will carry out specific activities such as organizing creative camps, building art spaces, developing stage, film, music products, organizing festivals, etc. to form a healthy art market, serving the diverse cultural enjoyment needs in modern society.
Based on the comprehensive development orientation, the Association will perfect its organizational structure; build professional ethics and internal operating regulations; perfect the membership system; promote digital transformation; and develop a system of representative offices in regions.
In policy making, the Association will play a critical role by organizing seminars, workshops, and thematic forums; coordinating with the Ministry of Culture, Sports and Tourism and localities to organize events to promote the legal framework and practical implementation of policies in the cultural industry.

The Association also clearly defines the task of training high-quality human resources and supporting creative startups. Periodic training programs will focus on areas such as cultural business management, intellectual property, digital transformation, and creative technology. The Association will implement a creative incubator model and coordinate with educational institutions and localities to develop regional training programs suitable to the characteristics of each locality.
Regarding trade promotion, the Association will organize exhibitions, fairs, and creative festivals in each field of cultural industry; support members in registering trademarks, accessing markets, connecting with funding and investment; and enhance the application of digital platforms to distribute creative products.
In the field of international integration, the Association will host the Vietnam Culture Week in key markets such as ASEAN, Korea, EU, Russia, USA, India, China, Japan, etc., contributing to promoting the image of the country and Vietnamese people to the world through unique cultural products.
The Congress elected the Executive Committee for the 2025-2030 term, consisting of 46 members. People's Artist Vuong Duy Bien was elected Chairman.
