It is known that, implementing the breakthrough "Improving the quality of combat readiness, training, education and training", in the past time, the agencies and units of the Military Region have thoroughly grasped and seriously implemented the resolutions, directives, orders, regulations and instructions from above on training work. Organizing training according to the motto "Basic, practical, solid", focusing on innovating the content and methods of training, cadre training and training management; combining basic training with specialized training, close to the tasks and combat plans of each force in the defense area; linking training with physical training, building the will and endurance of the troops.

In education and training, units focus on modernizing the teaching staff, innovating teaching methods, actively applying science and technology in teaching, combining theory with practice. Colonel Nghiem Viet Duc, Principal of Military School of Military Region 4 said: "To improve the quality of training, we determine that, first of all, we must have a team of good teachers, with experience and solid expertise. The training process must link the school with the battlefield, clearly defining the goals and training subjects so that students, upon graduation, can meet the requirements of the task...". Thanks to the organization of scientific training, actively innovating content and methods, integrating many real-life situations, the quality of training in the entire Military Region has been significantly improved, the rate of good and excellent students increased by 3.1% compared to the previous term.

Implementing the breakthrough "Strengthening the building of discipline, management, training, maintaining discipline, promoting the image and qualities of Uncle Ho's soldiers", agencies and units have thoroughly grasped, seriously implemented and determined this as a key task, included it in monthly, quarterly and annual leadership resolutions and associated with the Emulation Movement to Win, ensuring regular, synchronous, drastic and effective implementation.

The work of propagating, disseminating, educating the law, promoting the role of mass organizations and military councils has been innovated in terms of content, form, and method, suitable for practice, achieving practical results. Agencies and units have had many creative models such as: "One question, one answer every day, one law every week", "Legal advisory group", "Protection soldier"; organizing youth forums, dramatization, mock trials, coordinating with the police, the prosecutor's office, and local courts... Thereby raising awareness, self-consciousness in complying with the law and discipline of soldiers, contributing to improving the effectiveness of building discipline and managing discipline. The rate of violations of the law, discipline, and insecurity in the entire Military Region decreased by 43.03% compared to the previous term.

With the regular construction, management, discipline training, and maintaining discipline, it has contributed to promoting the qualities of Uncle Ho's soldiers. During the recent historic floods in the communes of Western Nghe An, thousands of officers and soldiers of Military Region 4 did not hesitate to face hardships and dangers, wading in the rain and floods to evacuate people, rescue, and help people overcome the consequences of natural disasters. Identifying the breakthrough of “Building a contingent of cadres and party members to meet the requirements of tasks in the new situation” as the “key of the key” task, the Party Committee of the Military Region has issued many resolutions, plans and projects on cadre work with specific standards. The work of training, fostering and rotating cadres has been carried out systematically. Many promising young cadres have been sent to study at academies and schools inside and outside the Army, and have been trained and tested through practical command and management at grassroots units. Every year, agencies and units in the entire Military Region focus on leadership and direction, requiring each cadre to develop a plan to strive and train. Along with that, taking the results of studying, training, working, the results of studying and following Ho Chi Minh's ideology, morality and style as the criteria for emulation evaluation, assessing the level of task completion of each cadre, and at the same time as the basis for planning, promoting, appointing, and promoting the ranks of cadres.
