On August 29, the State Treasury issued urgent dispatch No. 9823/KBNN-QLTT on changing the time of electronic bilateral payments and changing the time of converting 8-digit bank codes during the National Day holiday on September 2. This task is to ensure that the task of paying the Government's gifts to the people is carried out quickly, completely and successfully before the great national holiday.

Specifically, to implement the Prime Minister 's Official Dispatch No. 149/CD-TTg dated August 28, 2025 on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day September 2, the State Treasury has decided to make important changes in the operations of the entire system. The highest goal is to ensure that gifts (in the form of bank transfer or cash) reach people in a timely and complete manner, completed before September 2, 2025.

Accordingly, the State Treasury has temporarily suspended the conversion of 8-digit bank codes. The plan to change the bank codes of commercial bank branches where the State Treasury opens accounts, which was mentioned in Official Dispatch No. 9748/KBNN-QLTT dated August 26, 2025, will be postponed. The State Treasury said that this change will be implemented after a new announcement, in order to prioritize focusing all resources on the important political task at hand.

In addition, the State Treasury system will work on September 1 and 2. To ensure that payment transactions are not interrupted, the State Treasury will organize work and conduct electronic bilateral payment transactions and coordinate state budget collection with commercial banks during the two official holidays.

The specific transaction time is regulated as follows: on September 1 and September 2, the cut-off time for receiving payment orders is 16:00. The stop time for settlement requests is 16:40. August 30 and 31 are still holidays according to regulations.

To ensure that the direction is implemented seriously and effectively, Director of the State Treasury Tran Quan issued Official Dispatch No. 09/CD-KBNN dated August 29, 2025 on thoroughly grasping and directing the implementation of Conclusion No. 183-KT/TW of the Politburo , Secretariat and Resolution No. 260/NQ-CP dated August 29, 2025 of the Government, requesting Directors of regional State Treasuries to closely direct their subordinate units, ensuring the excellent completion of assigned political tasks. Any problems arising during the implementation process need to be promptly reported to the Payment System Management Board for coordination and resolution.
