The merger of provincial-level administrative units necessitates a reorganization of the State Treasury's organizational structure. From July 1, 2025, the State Treasury system will officially reorganize its structure according to the new administrative boundaries after the merger. Twenty regional State Treasuries will be reorganized to correspond with the provincial-level administrative units, ensuring convenient, flexible, and appropriate budget management in line with local realities.
Over the past period, the Treasury system has, on the one hand, quickly stabilized its structure and organization; on the other hand, it has implemented many comprehensive and widespread solutions to ensure the smooth flow of budget funds. At the State Treasury of Region XVI (headquarters in Lam Dong province), the unit has publicly displayed procedures and processing times at its transaction offices; strengthened the reception and handling of feedback from grassroots levels; organized training in communication skills and service attitudes for staff; and promoted policy dissemination through electronic channels. With a "service" rather than "management" mindset, these specific actions not only improve the quality of public services but also strengthen the trust and satisfaction of organizations and individuals with the treasury system.

The State Treasury Region VII (headquartered in Thai Nguyen ) is also a prime example of reform. The unit has reviewed and simplified processes, minimizing paperwork and shortening processing times. Thanks to the implementation of online public services and electronic transactions, the control, payment, and disbursement of state budget funds have become increasingly transparent, timely, and convenient. Particularly during the transition to a two-tiered local government model, the State Treasury Region VII promptly coordinated with the Department of Finance to provide temporary budget allocations, ensuring full payment of salaries, allowances, and social security benefits. Treasury officials also directly guided newly merged communes, wards, and towns in opening accounts, conducting transactions, and quickly stabilizing revenue and expenditure operations.

Alongside organizational streamlining and innovative service thinking, the State Treasury system identifies information technology as a lever in the reform process.
At the State Treasury Region XIV (headquarters in Khanh Hoa), immediately after its establishment, the unit focused on stabilizing its organization to ensure uninterrupted operational activities. Technological solutions were implemented synchronously: opening accounts, entering budget estimates and payment orders on the TABMIS system; promoting electronic transactions and cashless payments; and monitoring online records. As a result, procedures are processed quickly and transparently, significantly reducing waiting times and creating convenience for budget-using units and citizens.
Looking back at the organizational restructuring process, it's clear that the entire State Treasury system had made thorough preparations for the transition. Detailed guidelines on opening accounts, registering transaction signatures, advances, and entering commune budget estimates were issued early. Regional State Treasuries not only ensured continuous budget disbursement and expenditure control but also effectively bridged the gap between different levels of government in implementing budget estimates, opening accounts, and guiding financial and budgetary transaction processes according to the new management model. This proactive approach helped many localities quickly stabilize their organizational structures while maintaining budget revenue and expenditure discipline during the transition period.
Working in conjunction with local authorities, the regional State Treasury branches promptly received and resolved 100% of support requests from budget-using units, addressing arising issues and ensuring smooth operation on information technology systems. Simultaneously, the State Treasury also intensified support for units to conduct budget expenditure transactions through online public services. As a result, financial and budgetary activities in localities after mergers have remained stable and uninterrupted.
The Government has just issued Resolution No. 303/NQ-CP on solutions for effectively implementing the two-tiered local government system according to the conclusions of the Politburo and the Secretariat; in which it unanimously assessed that, after 3 months of implementation, the two-tiered local government system has basically met the set objectives and achieved positive results, contributing to improving the effectiveness and efficiency of operations, creating favorable conditions for people, organizations, and businesses in the area; the efforts of the State Treasury system have contributed to this achievement.
