Ha Tinh strives to have the digital economy account for more than 20% of GRDP by 2030

(Baohatinh.vn) - The e-commerce development plan of Ha Tinh province for the period 2026 - 2030 aims at the general goal of enhancing the value and competitiveness of the e-commerce sector in the area.

The People's Committee of Ha Tinh province has just issued a decision to promulgate the Plan for e-commerce development in Ha Tinh province for the period 2026 - 2030. Accordingly, the province strives to have the digital economic scale of Ha Tinh province's GRDP reach more than 20% by 2030; e-commerce retail sales of Ha Tinh province increase by 7 - 15%/year, accounting for 6% of the province's total retail sales of goods; 70% of production facilities of the province's key products, OCOP products, typical rural industrial products carry out trade promotion and sales on e-commerce platforms; 70% of communes and wards have traders selling goods or providing services online; the rate of non-cash payments in the province reaches over 70%.

The plan also proposes to organize training and fostering for over 6,000 enterprises, cooperatives, business households, individuals and state management officials in the province to participate in training courses on e-commerce application skills and green e-commerce; 100% of administrative procedures in the e-commerce sector are carried out in the digital environment.

To achieve the above goals, the plan sets out 6 groups of tasks and solutions.

Perfecting mechanisms and policies

Develop integrated e-commerce development policies in the trade and logistics development policies in the province for the period 2026-2030. In particular, focus on policies to support production and business on e-commerce platforms, exploit cross-border e-commerce to export products, support small traders at the market to combine online and offline business...

Develop and effectively implement projects under the National E-commerce Development Program in the province to support businesses in accessing new business models on digital technology platforms. Implement solutions to prevent tax losses for cross-border e-commerce transactions; manage customs for exported and imported goods traded via e-commerce. Improve the capacity for surveying and statistics on e-commerce at the provincial and communal levels.

Perfecting infrastructure for sustainable e-commerce development

Digital infrastructure

Prioritize investment and modernization of the province's digital infrastructure (including telecommunications infrastructure, IoT infrastructure, computing infrastructure, data infrastructure, infrastructure providing digital technology as services and digital platforms with infrastructure); ensure digital infrastructure meets capacity and bandwidth requirements, is popular, sustainable, green, smart, open and safe, promotes e-commerce development, digital transformation, digital economic development, and digital society in Ha Tinh; pay special attention to developing internet access networks in rural communes.

Encourage businesses in the province to apply new technologies such as 5G, augmented reality, virtual reality, Blockchain technology and technologies supporting e-commerce development such as data analysis, artificial intelligence for medium, small and micro e-commerce businesses at reasonable costs.

Create conditions for provincial enterprises to research and apply new digital technologies in operating websites, e-commerce application platforms, production, business and logistics serving e-commerce.

E-commerce development is closely associated with the use and development of the national domain name ".vn". Encouraging the registration and use of the national domain name ".vn", multilingual applications to set up sales websites and email transactions to increase the professionalism, trust and safety of users when participating in e-commerce activities.

Logistics infrastructure

Calling for and attracting investment in logistics centers under the provincial planning. Arrangement Land fund for investment projects in warehouses and distribution warehouses in localities, connecting with logistics centers and logistics distribution centers to optimize logistics costs in product prices.

Continue to improve the infrastructure of delivery and last-mile delivery services for the province's e-commerce; apply new technologies, develop smart delivery programs, and green means of transport in logistics activities.

Encourage businesses to invest in e-commerce warehouses that apply digital technology such as smart warehouses and modern distribution warehouses in the province; logistics businesses to apply digital technology such as transportation management systems, real-time order tracking systems, and platforms connecting carriers.

Support postal and delivery businesses to expand their networks, improve service quality, and shorten delivery times.

Applying technology (GPS, IoT) in supply chain management, order tracking, and optimizing shipping routes.

Cashless payment infrastructure

Propagate and guide people and businesses on the benefits and how to use electronic payment methods (e-wallet, mobile banking, internet banking, QR code, etc.). Encourage credit institutions and payment intermediaries to provide a variety of electronic payment services and utilities suitable to the province's characteristics. Ensure safety and security for electronic payment transactions. Implement solutions to encourage cashless payments.

Building core platforms and systems for e-commerce

Upgrade and complete the province's e-commerce trading floor to promote the role of trade promotion of the province's key products. Guide and support cooperatives, businesses, and business households to build their own sales websites/fanpages or participate in reputable e-commerce platforms.

Effectively exploit the province's online fair organization platform. Build a database of local products and specialties (OCOP products, typical rural industrial products, craft villages, etc.) to easily upload to online platforms and national booths. Encourage the use of virtual reality technology to enhance the online shopping experience.

Promote the application of artificial intelligence in customer data analysis, personalize shopping experiences, and support customer care. Encourage the deployment of multi-channel sales management software, warehouse management, and customer management; apply Blockchain to trace product origins.

Continue to effectively use the "National product and goods origin authentication information management system", "Ha Tinh province product and goods origin tracing information portal" and "E-commerce activity management system".

Deploying e-commerce application solutions to improve the efficiency of production and business activities for enterprises, cooperatives, business households, and organizations producing and trading quality, typical local products and goods, with special priority given to digital transformation in traditional markets and rural areas.

Deploying solutions applying Internet of Things technology and artificial intelligence to optimize processes, reduce emissions, use clean energy sources and increase forecasting capabilities, serving the development of e-commerce in Ha Tinh province. Deploying new solutions and models to promote fast delivery services, especially same-day delivery; building delivery centers in e-commerce to meet the rapid development needs of e-commerce.

Encourage businesses to build their own closed processes from the stage of purchasing raw materials for production to providing products and services to end consumers, giving priority to applying the national criteria set on sustainable e-commerce. Encourage businesses to apply the criteria set for businesses for consumers in e-commerce.

Deploy support solutions for online export activities, promote domestic manufacturing enterprises to apply e-commerce to bring goods Door to Door to customers.

Improving e-commerce application capacity

Training and improving the capacity of managers and businesses in e-commerce and digital transformation through training courses, seminars, talks, and experience sharing.

Support businesses, cooperatives, and business households in digital transformation and the application of e-commerce in production and business; train in online sales skills, digital marketing, logistics, and tax compliance.

Organize e-commerce promotion, raise public awareness, promote sustainable consumption, connect experts, and provide consulting services to support businesses in effectively applying e-commerce.

Propagating and supporting businesses and individuals doing e-commerce in the province, domestically and across borders to register, declare and pay taxes according to regulations. Connecting with experts and reputable consulting organizations in and outside the province to support Ha Tinh businesses in digital transformation and e-commerce application.

International cooperation

Effectively implement commitments on e-commerce, digital trade, and digital economy in free trade agreements of which Vietnam is a member, strengthen the implementation of international agreements between Ha Tinh and the authorities of foreign provinces and international organizations to promote cross-border e-commerce for the province's products.

Strengthen international cooperation in combating smuggling, trade fraud and counterfeit goods, infringement of intellectual property rights and protecting consumers in e-commerce activities.

Participate in training, survey, market research delegations, learn international experiences in developing e-commerce and digital commerce; participate in cross-border e-commerce promotion delegations abroad.

Strengthening the connection and data integration between the province's e-commerce platform and national e-commerce platforms, the digital ecosystem of the industry and trade sector and reputable domestic and international platforms. Supporting enterprises and cooperatives to participate in large domestic and foreign e-commerce platforms; promoting regional linkages and cooperation with localities to promote and consume products through digital platforms.
