Consolidated Document No. 40/VBHN-BQP consolidates Decree No. 27/2016/ND-CP dated April 6, 2016 of the Government stipulating a number of regimes and policies for non-commissioned officers and soldiers serving in the army, discharged from the army and relatives of non-commissioned officers and soldiers serving in the army, effective from June 1, 2016 with Decree No. 209/2025/ND-CP dated July 21, 2025.

Consolidated Document No. 40/VBHN-BQP stipulates a number of regimes and policies for non-commissioned officers and soldiers serving in the army, discharged from the army, and relatives of non-commissioned officers and soldiers serving in the army.

The subjects of application of this document are non-commissioned officers and soldiers serving in the army, discharged from the army; relatives of non-commissioned officers and soldiers serving in the army, including: biological fathers and mothers; fathers and mothers-in-law or fathers and mothers-in-law; legal guardians of wives or husbands; wives or husbands; biological children and legally adopted children of non-commissioned officers and soldiers serving in the army. In addition, there are agencies, units in the Army and organizations and individuals related to the implementation of a number of regimes and policies for non-commissioned officers and soldiers serving in the army, discharged from the army and relatives of non-commissioned officers and soldiers serving in the army as prescribed in this document.

Consolidation of regulations on reserve officers

Also on August 27, 2025, the Ministry of National Defense issued Consolidated Document No. 39/VBHN-BQP Decree on reserve officers of the Vietnam People's Army.

Consolidated Document No. 39/VBHN-BQP consolidates Decree No. 78/2020/ND-CP dated July 6, 2020 of the Government on reserve officers of the Vietnam People's Army, effective from August 19, 2020, with Decree No. 209/2025/ND-CP dated July 21, 2025.

Consolidated Document No. 39/VBHN-BQP regulates the selection and training of reserve officers; registration, management, training; arrangement, appointment, dismissal from positions; demotion, dismissal; conferment, promotion, demotion, and stripping of military ranks; release of reserve officer ranks; calling reserve officers to active service.

The subjects of application of this document are 4 groups of subjects, including:

- Reserve officers, reserve non-commissioned officers; professional soldiers, non-commissioned officers preparing to be discharged.

- Officers and cadres who are professional soldiers when they stop serving in the army must meet the standards and conditions of reserve officers.

- Cadres, civil servants and public employees not belonging to the organizational system of the People's Army and People's Police; citizens with university degrees or higher; university graduates selected for reserve officer training.

- Graduates of the training course for commanders of the commune-level military command in the basic military sector, meet the standards and conditions for promotion to reserve officer rank.

- Relevant agencies, units, organizations and individuals.
