Regulations on subjects eligible for study cost support

I would like to ask, students with household registration in a particularly disadvantaged village, commune in region III, who go to school in a commune in region I; students with household registration in a particularly disadvantaged village, commune in region III but temporarily residing in a commune in region I, who go to school in a commune in region I, are they entitled to study support under Decree No. 81/2021/ND-CP? On September 3, 2025, the Government issued Decree No. 238/2025/ND-CP replacing Decree No. 81/2021/ND-CP dated August 27, 2021 regulating the mechanism for collecting and managing tuition fees for educational institutions in the national education system and policies on tuition exemption and reduction, support for learning costs; service prices in the field of education and training. Accordingly, Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for support for learning costs as follows:

Preschool children, general education students, and students studying at regular educational institutions following the general education program where they and their parents or guardians (in case they live with guardians) have permanent residence and are studying at an educational institution in a particularly disadvantaged village/hamlet, a commune in region III of ethnic minorities and mountainous areas, a commune in particularly disadvantaged coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to local regulations in case there is no educational institution in the particularly disadvantaged village/hamlet, a commune in region III of ethnic minorities and mountainous areas, a commune in particularly disadvantaged coastal, coastal and island areas according to regulations of competent authorities.

You can base on the above regulations, if you meet the conditions, you will be entitled to the policy of supporting study costs. In case students have permanent residence in a particularly difficult village, commune in region III but go to school in a commune in region I (and are living in region I) or students temporarily residing in a commune in region I go to school in a commune in region I, they will not be entitled to the policy of supporting study costs according to the provisions of Clause 4, Article 17 of Decree No. 238/2025/ND-CP mentioned above.
