Clarifying the cause of the delay in policy payment for pedagogical students in Hoa Binh

Problems arising in practice

Recently, some students of Hoa Binh Pedagogical College reported that they have not received living expense support according to Decree 116.

However, through research by GD&TĐ Newspaper, the main reasons for late payment come from objective factors regarding mechanisms and budget.

According to a report by Hoa Binh Pedagogical College, the 2021-2022 school year is the first year that Decree 116 is applied. However, Hoa Binh province (old) has not yet implemented teacher training according to the ordering and assignment mechanism.

Regarding this content, the People's Committee of Hoa Binh province (old) issued Official Dispatch No. 2414/UBND-NVK dated December 15, 2021, stating that the locality faces difficulties in calculating teacher training needs, lacks specific instructions to determine targets, along with great budget pressure if the ordering or assignment mechanism is immediately applied.

Therefore, the province did not register for training under Decree 116 this school year. Therefore, 190 students admitted and enrolled in the 2021-2022 school year have not yet applied and implemented Decree No. 116/2020/ND-CP.

From 2022 onwards, when the province began implementing Decree 116, Hoa Binh Pedagogical College has fully implemented the steps according to regulations.

Of the 31st class of 261 students, 28 students registered for the benefit. The school paid for 27 students (one student withheld his/her results) for 15 months with a total cost of more than 1.47 billion VND from the 2023 budget.

There are still 15 months left for the province to implement because it has not been allocated additional funding.

For course 32 consisting of 257 students, 52 students registered, the province provided an advance payment of 1 billion VND. However, according to the request of the superior management agency regarding the implementation of payment procedures, the school must return the above-mentioned amount to the State budget by November 2024 (Decision No. 2380/QD-SGD&DT dated November 15, 2024 on adjusting the State budget estimate for 2024).

Therefore, up to now the school does not have the funds to pay students.

Course 33, consisting of 337 students, has 304 students applying but there is no funding in the 2024 and 2025 budgets. Course 34, which just enrolled on November 11, 2025, is also accepting applications.

Also according to the school's report, during the entire process, the school proactively reported and proposed many times.

As early as 2022, the unit submitted Document 293/TTr-CĐSP dated August 8, 2022 requesting the policy to implement Decree 116.

By October 2024, the school continued to have Report 903/BC-CĐSP dated October 23, 2024 requesting approval to implement the policy of supporting pedagogical students and sent it to the Department of Education and Training of Hoa Binh (before the merger).

After the province arranged the boundaries, the school continued to send Report 129/BC-CĐSP dated August 21, 2025 and Submission 154/TTr-CĐSP dated August 30, 2025 to the Department of Education and Training and the Department of Finance to advise and report to the Provincial People's Committee.

Payments were interrupted due to lack of additional funding.

Ministry of Finance issues instructions

After merging the province, from July 1, 2025, the Department of Education and Training of Phu Tho has directed schools, including Hoa Binh Pedagogical College, to review and report on the operation situation as well as the implementation of policies for learners.

Based on the report of Hoa Binh Pedagogical College, on September 8, 2025, the Department of Education and Training of Phu Tho issued Official Dispatch 984/SGD&DT-KHTC to the Department of Finance requesting appraisal and additional funding to implement policies for students.

By October 27, 2025, the Department of Finance will continue to send Official Dispatch 3608/STC-QLNS to the Provincial People's Committee for synthesis and submission to the Ministry of Finance for consideration.

Then, on October 31, 2025, the People's Committee of Phu Tho province issued Official Dispatch No. 8122/UBND-KT14 requesting the Ministry of Finance to support funding to implement the regime under Decree 116 for students of all courses of Hoa Binh Pedagogical College.

From the document of the People's Committee of Phu Tho province, dated November 18, 2025, the Ministry of Finance issued Official Dispatch 17926/BTC-NSNN to the People's Committee of Phu Tho province on the content of funding for implementing policies for students.

According to the Ministry of Finance, the Government issued Decree No. 60/2025/ND-CP dated March 3, 2025 amending and supplementing a number of articles of Decree No. 116/2020/ND-CP dated September 25, 2020 of the Government regulating policies to support tuition fees and living expenses for pedagogical students.

Clause 4, Article 1 stipulates: “The budget for implementing the policy in this Decree is balanced in the annual state budget expenditure estimate according to the current management decentralization. The central budget supports local budgets in implementing the policy according to the principle of targeted support from the central budget for local budgets to implement social security policies issued by competent authorities applicable for each period".

Clause 1, Article 2 stipulates: "The central budget supports local budgets to implement support policies for pedagogical students from the 2021-2022 school year to the end of the 2024-2025 school year according to the principle of targeted support from the central budget for local budgets to implement social security policies issued by competent authorities applicable for each period".

From there, the Ministry of Finance requests Phu Tho province to: Synthesize the budget for implementing the regime and policies for pedagogical students according to the provisions of Decree No. 60/2025/ND-CP dated March 3, 2025 of the Government (including the budget for paying the regime and policies for pedagogical students trained at Hoa Binh Pedagogical College) into the needs and funding sources for implementing social security policies in 2025 (with confirmation from the local State Treasury) in accordance with the provisions of Decision No. 127/QD-TTg of the Prime Minister. On that basis, the Ministry of Finance will synthesize them to submit to the competent authority for handling according to regulations.

Based on this dispatch, the Department of Education and Training of Phu Tho has directed Hoa Binh Pedagogical College to develop a plan to implement the next steps.

The school is continuing to urgently review the list and prepare payment documents for each course from 2021 to 2025 to synthesize and report to the Department of Education and Training, as a basis for requesting the Department of Finance to submit to the Provincial People's Committee to arrange funding and ensure student rights in accordance with the provisions of Decree 116/2020/ND-CP.

The school also promotes public information so that students clearly understand the reasons for late payment and know the solution roadmap.

“Overall, it can be seen that students' complaints are legitimate because students' rights need to be guaranteed.

However, the delay in payment does not stem from the irresponsibility of the school or the superior management agencies but from objective factors in the mechanism of assigning tasks, balancing the budget and inter-sectoral guidance. The latest document of the Ministry of Finance has created a clear legal basis along with the strong direction of the Department of Education and Training and the Department of Finance in advising the Provincial People's Committee to completely resolve the outstanding issues in the coming time.

Once the funds are fully allocated, the school will make payments immediately according to regulations to ensure legitimate rights for students," the school representative informed.
