
In reality, many household businesses are still hesitant to convert to enterprises due to pressures related to administrative procedures, taxes, accounting records, and operating processes under the new model. How to encourage household businesses to confidently convert into enterprises, gradually operating in a more systematic and professional manner, remains a concern for many localities. Based on this reality, the Department of Finance has established a working group called "Transformation Without Barriers".
According to Mr. Nguyen Duc Hung, Deputy Head of the Enterprise Management Department and Head of the "Transformation Without Barriers" working group, the group's nhiệm vụ is to coordinate with relevant agencies to promote and encourage business households to convert into enterprises; receive conversion requests from localities; guide the procedures, documents, and process for enterprise registration; and support in resolving difficulties and obstacles arising after conversion.
The unique feature of this model is its "barrier-free" approach – minimizing cumbersome procedures and creating the most favorable conditions for people to access the formal business environment. Members of the Task Force are stationed in various localities throughout the province, directly acting as the point of contact for receiving information, providing guidance, and connecting with the permanent office of the Department of Finance to process applications quickly and efficiently.
Beyond supporting the business registration process, the Task Force continues to receive and address difficulties and obstacles arising during production and business operations, coordinating solutions in each relevant area. This demonstrates that the model is not simply about assisting with completing paperwork, but aims to accompany businesses throughout their transformation and operation.
The establishment of the "Transformation Without Barriers" Task Force is also one of the concrete solutions to promote administrative reform and digital transformation in state management. According to the Provincial Competitiveness Index (PCI) analysis report for 2025, the province's "Market Entry" aspect is considered one of its outstanding strengths. Notably, the business registration procedure achieved maximum processing speed, with the median number of days to complete being only 1 day - the highest in the country. The percentage of businesses that rated the guidance on business registration procedures as clear and complete reached 77.78%, also ranking first nationwide.
Furthermore, the percentage of businesses requiring amendments or additions to their business registration documents two or more times is only 30%, significantly lower than the national median. The percentage of businesses delaying or canceling their business plans due to difficulties in registration is also only 5.71%, indicating that the business registration process is no longer a major obstacle to starting a business.

Since its establishment, the "Transformation Without Barriers" Task Force has actively coordinated with localities to organize conferences to promote and encourage the establishment of businesses in the area. Initial results show positive signs from this model. From January 1, 2026 to May 15, 2026, 41 business households have transformed into enterprises, equaling the combined results of 2024 and 2025. As of May 20, 2026, the province had 2,122 newly established businesses and affiliated units, an increase of 69.3% compared to the same period in 2025 and reaching 70.5% of the target set by the Provincial People's Committee for 2026. These figures show that the investment and business environment continues to improve positively, and also reflect the effectiveness of the administrative reform solutions, business support, and digital transformation promotion being implemented.
The establishment of the "Barrier-Free Transformation" Task Force not only aims to support administrative procedures but also demonstrates Quang Ninh's determination to develop the private sector , expand the number of formal enterprises, enhance local competitiveness, and build a transparent and friendly investment environment.
