According to previous regulations, school transfers and student admissions were decided by the Director of the Hanoi Department of Education and Training.

This new regulation has removed difficulties and obstacles in transferring schools and accepting students within the same province or city as well as students from other localities who want to study in Hanoi.

Previously, some localities such as Ho Chi Minh City allowed high school principals to decide to transfer students to other schools.
