Faced with the increasing situation of fake food, poor quality food, and food of unknown origin nationwide, the province has directed functional forces to proactively advise and deploy professional measures, strengthen inspection, supervision, detection and strict handling of violations. Not only focusing on peak periods, but also throughout and synchronously at all times. In the first 6 months of 2025 alone, the Provincial Party Committee, Provincial People's Committee, and Provincial Food Safety Steering Committee issued 21 documents directing functional sectors and localities. The figures show the determination and consistency from top to bottom of the entire political system in food safety work.

Clearly identifying that ensuring food safety is not only the responsibility of the authorities but also requires the participation of the whole society, the province has promoted propaganda andeducation work and considered this a top priority. The propaganda content focuses on disseminating the law, clarifying the responsibilities of producers, traders and consumers. Violations are promptly publicized to create public opinion, while praising good examples, aiming to connect clean food to consumers. Specifically: In the first 6 months of 2025, the Provincial Media Center has promoted the production and broadcasting of hundreds of news, articles and topics on food safety on television channels QTV1, QTV3, radio channels QNR1, QNR2, printed newspapers and electronic newspapers. Departments, branches and localities also maintain updates on laws, practical knowledge and handling of violations on the Provincial Electronic Information Portal. At the grassroots level, the loudspeaker system of communes, wards and market management boards is also fully utilized. The province has conducted 12,734 radio and television broadcasts; 633 reports and news articles in print and online newspapers; hung 1,353 banners and slogans; and distributed 81,230 leaflets and brochures. At the same time, 131 conferences and training courses on food safety knowledge were organized for 10,158 people, including managers, owners of food production and business establishments, catering services, farmers, women and consumers.
Another bright spot in the province's food safety work is the proactive and systematic participation of socio-political organizations. The Fatherland Front Committees at all levels have coordinated to promote propaganda, and at the same time directed the entire Front Working Committee of villages, hamlets, and neighborhoods in the province to establish Zalo groups to convey information and disseminate laws on food safety. The Fatherland Front Committees at all levels also participate in monitoring farming households, food production, processing, and trading establishments.
The Provincial Farmers' Association has implemented 39 projects borrowing capital from the Farmers' Support Fund with a total outstanding loan of over VND 32.5 billion, supporting nearly 400 member households to develop clean production models. The projects mainly focus on organic agriculture , VietGAP and production - consumption linkage, bringing about dual efficiency: both increasing income and ensuring food quality. In addition, the Association has supported the establishment of 5 cooperatives and 3 cooperative groups - units expected to connect to form a sustainable agricultural chain in the locality.
Along with that, the Provincial Women's Union also maintains 345 "Building 5-no, 3-clean families" clubs and 13 model "Women doing safe food business" clubs, organizing regular activities, sharing knowledge and experience in using and choosing clean food in the family.
These propaganda activities have contributed to raising consumer awareness in choosing safe food, reflected in the increasing trend of shopping at supermarkets and clean food systems. Awareness and sense of law compliance of production and business owners have also gradually improved.
In the first half of 2025, the province inspected, supervised, and post-inspected 9,067 establishments, detected and administratively sanctioned 706 establishments with a total fine of more than 5 billion VND. The list of 242 organizations/individuals violating food safety has also been made public on the infrastructure of the Provincial Media Center in accordance with regulations. In particular, the functional forces in the province are also continuing to investigate, verify, and handle 10 cases related to smuggled food of unknown origin, confiscating and destroying many types of products, with a total value of more than 13 billion VND. These figures partly show the strong and effective participation of the provincial authorities in ensuring food safety.
Not only that, in recent times, Quang Ninh has established hotlines on food safety operated 24/7 by the three sectors of Health (0981.815.815), Industry and Trade (0203 3622350 - 0984955018), Agriculture and Environment (0203.3634.222). This is considered an important channel to receive feedback and report violations, contributing to effective control of food security and safety in the province.
Thus, the comprehensive results in the first 6 months of 2025 on food safety once again affirm the seriousness and determination of Quang Ninh province in implementing Directive 17-CT/TW of the Secretariat, contributing to the formation of a safe and healthy food market, protecting the health of people and tourists, creating a solid foundation for the province's sustainable development.
