It is undeniable that the policies supporting enterprises in the area have been effectively accompanying enterprises in production and business activities. These include the effectiveness of resolutions of the City People's Council regulating policies to support small and medium enterprises; piloting a number of policies to support shipping lines opening container shipping routes and entities with goods transported by container to and from Chan May port; supporting the relocation of industrial and handicraft establishments into industrial clusters; supporting investment in the city; supporting technological innovation, technology transfer and intellectual property development in the area...

Just counting the policy to support newly established enterprises according to Resolution No. 18/2019/NQ-HDND, dated December 10, 2019 of the Provincial People's Council (now Hue City), more than 2,000 enterprises have benefited from support for public digital signatures, electronic invoice costs, initial loan interest rates and 110 enterprises converted from business households have been supported with accounting rental costs.

The integration of the central and local policies to support small and medium-sized enterprises also brings about double effects, especially in supporting capacity building for the business community. Of which, from the central budget, 660 trainees have been supported to participate in training and coaching on financial directors, executive directors, business directors, and human resource directors. In addition, 30 enterprises have received technology support; 19 enterprises have received 1:1 consulting support on human resources, finance, sales, market, and internal management. At the same time, from the local budget, many other support items have also been implemented, the most effective of which is supporting capacity building with more than 1,300 enterprises benefiting; technology support; trade promotion, etc.

According to Mr. Nguyen Doan Quan, Vice Chairman and General Secretary of the Association of Enterprises, the coordination between the Association and departments and branches not only enhances the position of associations but also plays an important role in acting as a bridge between enterprises and the State, contributing to improving the investment and business environment. Recent support activities such as: Training, market connection or building a digital platform for enterprises... create a common voice, creating conditions for the government and enterprises to exchange, remove difficulties, and propose practical solutions to promote the role of the private economic sector in the new period.

Or through activities of supporting, urging, inspecting and supervising investment projects, many projects have been completed and put into operation, contributing to promoting socio-economic development, including large projects with widespread value such as: Aeon Mall Hue Commercial Center, Kim Long Motor Hue Automobile Production and Assembly Complex...

Regular meetings and contacts with domestic and foreign investors and enterprises have contributed to achieving the goal of attracting investment. In the period of 2021 - 2025, the city has granted 153 new projects with a total registered investment capital of VND 58,126 billion, of which 25 projects have come into operation, 48 projects are being implemented, and 25 projects are selecting investors. Innovation and improvement of the quality of business registration certificate issuance also create momentum to promote business development. In the past 5 years, the whole city has had 3,600 newly established enterprises with a registered capital of more than VND 33,000 billion...

More policies, more solutions

Along with the policies that have been and are being implemented to support the team of entrepreneurs and enterprises, to implement Resolution 68 of the Politburo on private economic development, Hue City has also implemented many other policies on the basis of integrating the Central's policies with the locality's own policies. From there, ensuring the realization of the goal of making the private economy the most important driving force of the local economy. Accordingly, the goal by 2030 is to have about 12,000 enterprises operating in the city, contributing about 40% to the total budget revenue, creating 165,000 jobs locally. The realization of the tasks and solutions to promote the private economy in the plan to implement Resolution 68 of the City Party Committee and People's Committee recently demonstrated that determination.

In a related document, Party Central Committee member, City Party Committee Secretary, People's Council Chairman, Head of the Hue City National Assembly Delegation Le Truong Luu pointed out that in order for Resolution 68 to come into effect, it is necessary to have the highest political determination, promote the responsibility of leaders, strengthen inspection, supervision, and evaluation of the implementation and results of the resolution. At the same time, he requested Party committees, Party organizations, authorities, the Fatherland Front, and socio-political organizations to focus on thoroughly grasping, concretizing, and drastically and effectively implementing Resolution 68. Focus on implementing the following tasks: Innovating thinking, strongly improving the investment and business environment, and policies to support the private economic sector... Regularly evaluate, inspect, urge the implementation and summarize, summarize, and draw lessons from leadership, direction, and implementation organization to promptly remove difficulties and obstacles and supplement appropriate tasks and solutions.

The City People's Committee's plan to implement Resolution 68 also clearly defines the specific tasks of each department, branch, locality, association, and business association as a basis for organizing, inspecting, monitoring, and evaluating the implementation of the Resolution.

Highlighting the task of improving the business investment environment, Chairman of the City People's Committee Nguyen Van Phuong emphasized that the development of a private economic development plan is an important growth driver in the local socio-economic development plan every year and every 5 years. The target of converting business households into enterprises must be included in the socio-economic plan of the city and commune-level localities. By 2025, it is necessary to complete the review and elimination of unnecessary business conditions, overlapping and inappropriate regulations that hinder the development of private enterprises; implement the reduction of at least 30% of the time to process administrative procedures and at least 30% of the cost of legal compliance. For key projects and projects with a total investment of VND 1,000 billion or more, there must be a detailed implementation plan for administrative procedures issued together with the investment policy approval document or investment registration certificate.

Allocating sufficient resources from the local budget for programs and policies to support enterprises, combined with mobilizing resources from the Central Government and investment funds of enterprises, is also emphasized. Policies to support enterprises also supplement many new policies, including the abolition of business license fees from January 1, 2026; exemption of corporate income tax for small and medium enterprises for 3 years from the date of being granted the first business registration certificate... Developing a policy to provide free digital platforms, shared accounting software, accounting and tax consulting services for small and micro enterprises; supporting up to 50% of the cost of purchasing cash registers for the first 5,000 business households converting to enterprises; supporting 50% of the cost for micro and small enterprises to rent and buy digital transformation solutions, and the value of consulting contracts to establish intellectual property rights. At the same time, the city also reserves at least 20 hectares/industrial park or 5% of the total land fund invested in industrial park infrastructure for high-tech enterprises, small and medium enterprises, and creative startups to rent...

Mr. Tran Van My, Chairman of the City Business Association, said that the support policies in the spirit of Resolution 68 will be a breath of fresh air, creating an open environment for businesses to develop and contribute. However, for these policies to truly be a "push" to help businesses go further, they need to be implemented synchronously, administrative procedures must be streamlined, and there must be a channel for feedback and timely adjustment. On the other hand, there must be a mechanism for coordination between departments, branches, localities, and between the government and associations so that policies can truly become a driving force for business development.
