Returning to the southern localities of the province nearly two weeks after the floodwaters receded, we were greeted by rice paddies, cornfields, and fruit orchards covered in a layer of silt. Along with assisting people in cleaning up and sanitizing the environment, local authorities are mobilizing resources to quickly help people restore their homes after the storm and floods, especially those who lost their homes.

Dong Ang is one of the hamlets most severely affected by the recent floods. According to preliminary statistics, out of 13 households in Phu Binh commune whose houses collapsed (6 completely destroyed and 7 partially destroyed), Dong Ang hamlet has 3 households whose houses were completely destroyed and 3 households whose houses were 50-70% destroyed.

After being evacuated by flood relief forces and returning home when the water receded, Mrs. Duong Thi Bo (77 years old, residing in Dong Ang hamlet) could not believe her eyes when she saw that her entire house had been swept away by the flood. Mrs. Bo said: "My parents only gave birth to me; I have no siblings. I have two children, and one of them is also from a poor household whose house collapsed, leaving him alone with no one to rely on. Fortunately for my family, the government and the Fatherland Front have shown concern and provided support, and many organizations have visited, given gifts, and provided financial assistance to rebuild the house."

By October 22nd, Mrs. Bo's family had received 220 million VND in support from various organizations and individuals. The neighborhood, along with the family, is urgently working on the necessary procedures to help Mrs. Bo settle into her new home as soon as possible.

Accompanying us to the villages severely damaged by the floods, Ms. Nguyen Thi Hien, Chairwoman of the Fatherland Front Committee of Phu Binh commune, informed us: To support people in overcoming the consequences of the natural disaster, the Fatherland Front Committee of the commune has directed the front work committees of the villages to proactively coordinate with village heads and the local disaster prevention and control committees to directly assist people in reinforcing houses, quickly harvesting crops, and moving people out of areas at high risk of landslides.

Immediately after the floods, the Fatherland Front Committee of the commune called on organizations, individuals, and businesses inside and outside the locality to join hands in supporting and helping households severely affected.

According to statistics from the Fatherland Front Committee of Phu Binh commune, approximately 8,430 households in the commune were affected by flooding, with estimated damages of around 632,267 million VND. For households whose houses were completely or partially destroyed, through the mobilization efforts of the Fatherland Front Committee of Phu Binh commune, families received support from many organizations and individuals. Households whose houses were completely destroyed received over 130 million VND in assistance; those whose houses were partially destroyed received over 70 million VND.

Leaving Phu Binh, we went to Diem Thuy commune, which was severely affected, especially the hamlets along the Cau River in the former Ha Chau, Nga My, and Thuong Dinh communes. Arriving at the house of Ms. Truong Thi Hoat in Dong hamlet, near the foot of the Ha Chau dike, we saw a new house being urgently constructed by a team of workers on the site of the old house that had been swept away by the flood.

Ms. Hoat shared: "I worked as a construction laborer and saved 20 million VND in a plastic bag. The flood came and swept away my house and all my savings from many years. I am grateful to my neighbors, the local government for their timely encouragement, and for mobilizing the support of businesses and philanthropists to help me overcome this difficult period."

Mr. Nguyen Viet Dai, Standing Vice Chairman of the People's Committee of Diem Thuy commune, informed: Immediately after the floodwaters receded, the members of the Standing Committee of the commune Party Committee directly inspected and reviewed to see if any households were in need of assistance, or if any houses had collapsed or were in need of rebuilding, in order to mobilize resources for timely support. By October 20, 2025, 6 houses that had collapsed or been damaged had received support ranging from 50 to 180 million VND per household. Currently, there is one house remaining after the review and inclusion in the list; the commune will continue to mobilize organizations and individuals to support the people in rebuilding or repairing their houses as soon as possible to stabilize their lives.

Besides the two aforementioned localities, many families in areas severely affected by the floods have lost their homes or had their houses partially destroyed. Ensuring housing for the people is a top priority for the provincial leadership, who have directed communes and wards to focus on providing assistance quickly.
