Support for housing, residential land, production land, and career conversion for ethnic minorities

In order to improve the lives and solve the shortage of residential land, housing, production land and job conversion for ethnic minorities, Quang Ngai province has implemented Project 1 under the National Target Program 1719, phase 2021 - 2025.

According to the Report of the People's Committee of Quang Ngai province on the results of implementing the 2024 plan, developing the 2025 plan to implement the Program in Quang Ngai province, the total capital allocated to implement Project 1 is more than 136 billion VND. Of which, the capital from the central budget is more than 122 billion VND; the local budget is more than 13 billion VND. As of July 23, the province has supported housing for 1,011 households, the achievement rate compared to the plan target for the period 2021 - 2025 is 53.44%; supported career conversion for 514 households, the achievement rate compared to the plan target for the period 2021 - 2025 is 17.95%. It is expected that in 2025, Quang Ngai province will continue to support housing for 881 households.

Although many positive results have been achieved, the implementation of the Program in Quang Ngai province still faces some difficulties, especially in terms of capital disbursement progress. The capital disbursement rate for the 2021 - 2024 period is still low, reaching 49.2% (public investment capital reaches 75.8%, career capital reaches 23.7%). In addition, the survey, review, and development of plans to implement the Program by agencies, units, and People's Committees of districts are not close to actual needs and implementation capacity... This situation not only slows down the construction progress of works, but also affects the effectiveness of support policies, causing some households to not benefit in time from housing, residential land, and production land support programs.

Therefore, the People's Committee of Quang Ngai province also proposed that the Central Government assign goals and tasks to implement the contents of the Program with appropriate resources, not assigning career capital by field. Empowering localities to allocate detailed capital sources to ensure the completion of assigned goals along with a flexible mechanism in adjusting the medium-term and annual public investment capital plan, adjusting career capital from one component project to another to improve the ability to use capital.
