Providing housing, land for residence and production, and vocational retraining for ethnic minorities.

In order to improve living conditions and address the shortage of residential land, housing, production land, and vocational training for ethnic minority communities, Quang Ngai province has implemented Project 1 under the National Target Program 1719, giai đoạn 2021 – 2025.

According to the Quang Ngai Provincial People's Committee's report on the results of implementing the 2024 plan and developing the 2025 plan for the Program in Quang Ngai province, the total allocated capital for Project 1 is over 136 billion VND. Of this, over 122 billion VND comes from the central government budget and over 13 billion VND from the local budget. As of July 23rd, the province has provided housing support to 1,011 households, achieving 53.44% of the target for the 2021-2025 period; and provided vocational retraining support to 514 households, achieving 17.95% of the target for the 2021-2025 period. It is projected that in 2025, Quang Ngai province will continue to provide housing support to 881 households.

Despite achieving many positive results, the implementation of the Program in Quang Ngai province still faces some difficulties, especially regarding the disbursement of funds. The disbursement rate for the 2021-2024 period remains low, reaching only 49.2% (public investment capital at 75.8%, and recurrent expenditure capital at 23.7%). In addition, the surveys, reviews, and planning for the Program's implementation by agencies, units, and district People's Committees have not been closely aligned with actual needs and implementation capabilities. This situation not only slows down the construction of projects but also affects the effectiveness of support policies, preventing some households from benefiting promptly from housing, land, and production land support programs.

Therefore, the Quang Ngai Provincial People's Committee also proposed that the Central Government assign objectives and tasks for implementing the contents of the Program, linked to appropriate resources, and not allocate operational funds by sector. It also proposed empowering localities to allocate funds in detail to ensure the completion of assigned objectives, along with a flexible mechanism for adjusting medium-term and annual public investment plans, and transferring operational funds from one component project to another to improve capital utilization.
