Support Vietnam in perfecting institutions and training human resources

On the afternoon of April 26, receiving Mr. Indra Pradana Singawinata, Secretary General of the Asian Productivity Organization (APO), Prime Minister Pham Minh Chinh proposed that APO support Vietnam in perfecting its institutions, training human resources, implementing specific projects, experience, management science , resources, and promoting international cooperation in the field of productivity; and suggested that APO choose Vietnam as a model in improving productivity, starting with specific, focused, and key projects in the immediate future.

Prime Minister Pham Minh Chinh welcomed the Secretary-General’s choice of Vietnam as his first destination right after taking office, demonstrating the rapidly and strongly developing strategic partnership between Vietnam and APO; highly appreciating the role of APO in the development of regional productivity in general and Vietnam in particular.

The Prime Minister thanked APO for its support in the past time for Vietnam in building the Master Plan on Productivity towards Innovation-based Development in 2019; supporting Vietnam to participate in expert groups on APO's strategic research activities; supporting Vietnam to participate in a number of key projects; building capacity for training, assessing and certifying productivity experts...

The Prime Minister said that, in addition to the achievements, Vietnam realized that the completion of institutions, innovation of growth models, economic restructuring, industrialization and modernization are still slow, have not created fundamental changes; productivity, quality, efficiency and competitiveness of the economy are not high. At the same time, it is recognized that science and technology, innovation are both important keys to increasing labor productivity within the economy, and are fundamental factors determining a country's capacity to improve the quality of life of its people.

The Resolution of the 13th National Congress of the Communist Party of Vietnam has determined to "promote national digital transformation, develop the digital economy on the basis of science and technology, innovation; improve productivity, quality, efficiency and competitiveness of the economy, harmoniously and effectively connect domestic and international markets". In recent years, the Vietnamese Government has issued and implemented many programs and projects to improve labor productivity, with the goal of increasing average labor productivity in the 2021-2030 period to over 6.5%/year.

Prime Minister Pham Minh Chinh requested APO and the Secretary General to pay attention to and facilitate the promotion of activities to support resources, especially experts, to help Vietnam develop and implement the Project to improve labor productivity based on science, technology and innovation; support Vietnam in developing support projects within the framework of APO to promote and implement training activities, help popularize productivity at educational and training institutions, and move towards popularizing productivity among the entire population; strengthen cooperation and support activities on international productivity expert certification according to APO standards; create conditions to promote cooperation between the two sides, improve the quantity and quality of Vietnam's national and international productivity experts; support and participate with Vietnam in successfully organizing the National Productivity Forum in October 2023, chaired by the Ministry of Science and Technology of Vietnam.

The Prime Minister believes that with his experience and capacity, Mr. Indra Pradana Singawinata will successfully fulfill his role as Secretary General of the Asian Productivity Organization; wishing APO further development, towards the goal of promoting sustainable socio-economic development in the Asia-Pacific region through productivity improvement.

Secretary General of the Asian Productivity Organization Indra Pradana Singawinata thanked Prime Minister Pham Minh Chinh for taking the time to receive the delegation; and said that Vietnam has a special position in the Asian Productivity Organization. Mr. Indra Pradana Singawinata assessed that Vietnam has the foundation to increase productivity. The Vietnamese people are hard-working, diligent and highly committed; Vietnam is on a good development trajectory and has set goals and a roadmap to become a developed, high-income country by 2045. In particular, Vietnam is a leading stable country in terms of politics, economy and society.

Agreeing with the proposals of Prime Minister Pham Minh Chinh, the Secretary General of the Asian Productivity Organization and Mr. Indra Pradana Singawinata personally committed to consulting and supporting Vietnam in improving its capacity to build institutions; develop plans, organize implementation; monitor and inspect the process; mobilize all levels and sectors to improve labor productivity.
