Hoa An is the province's rice granary, with an annual cultivation area of over 4,700 hectares, mainly Bao Thai Lun, Doan Ket and some other hybrid rice varieties. The rice quality is not high, not meeting market requirements; the application of technical advances in production is not bold, the ability to replicate effective models in mass production is limited; the exploitation of local advantages is not good, production is still based on backward customs.
With the growth of the economy , the number of people with high income increases, so the demand for good quality rice also increases. To meet the market's demand for delicious rice as well as increase income for rice growers, the application of new good quality rice varieties, suitable for natural conditions, socio-economics, cultivation... is very necessary.
From the production reality, it is necessary to carry out the transformation of the variety structure, introduce high-quality rice varieties with short growing time to change the season, rotate with crops to increase the value and quality of rice to serve the daily needs of people in and outside the province. The district identifies the development of high-quality rice as one of the contents of restructuring the district's agricultural sector in the period of 2021 - 2025, with the goal of reaching 500 hectares of high-quality rice by 2025.
With the implementation of support for new rice varieties according to Decree No. 62/2019/ND-CP, dated July 11, 2019 of the Government on amending and supplementing a number of articles of Decree No. 35/2015/ND-CP, dated April 13, 2015 of the Government on management and use of rice-growing land; The District People's Committee has supported high-quality Japonica rice varieties (J02 variety) for people to put into production, accordingly, from 2021 - 2024, over 69 tons of seeds will be supported with a cost of over 2.8 billion VND; the J02 rice cultivation area in 2024 will reach over 980 hectares, accounting for 21% of the total rice growing area of the district, an increase of 690 hectares compared to 2021; the yield will reach 58 - 60 quintals/ha. Coordinate and cooperate with Hoa An Agricultural One Member Co., Ltd. to purchase and consume products for production households with a purchase price of 6,500 VND/kg for fresh rice and 8,500 VND/kg for dry rice. In 2021, Cao Bang Japanese rice products of Hoa An Agricultural One Member Co., Ltd. and Japanese rice wine products of Thuan Toan Facility (Hoa An) were certified as 3-star OCOP products at the provincial level.
A typical example of high-quality rice production is Hoang Tung commune, which annually cultivates over 200 hectares of J02 rice, accounting for over 51% of the commune's total rice growing area, with a yield of 63 - 65 quintals/ha and an output of 1,260 - 1,300 tons. Vice Chairman of Hoang Tung Commune People's Committee Bui Thi Dam said: Local people are familiar with using J02 rice variety to grow 2 crops/year, with much higher yields than other varieties, the quality of the rice is good, both paddy and rice are sold at good prices, at the end of each crop, the Company comes to buy fresh rice right in the field, the people are very excited. Thanks to cultivating high-quality J02 rice, local people have significantly increased their income, after deducting all investment costs, each year they earn a profit of about 33 - 35 million VND/ha.
Ms. Nong Thi Huyen, Ben Do hamlet, Hoang Tung commune shared: My family has 5,000 m2 of rice fields. From 2020 to now, we have planted 2 crops of J02 rice variety each year, with a yield of over 6.5 tons. When harvesting, the Company comes to buy the rice at the field and pays immediately, without having to transport and dry the rice. Every year, after deducting investment costs, my family earns 40 - 42 million VND. In the coming years, my family will continue to plant J02 rice variety.
Using high-quality rice variety J02 in production, the yield is 10-12 quintals/ha higher than other varieties, the selling price of rice is 7-10 thousand VND/kg higher than other types of rice. In the coming time, the district will maintain and expand the area of high-quality rice cultivation, enhance the value and brand of high-quality rice Hoa An to increase income for rice farmers.
